Job Summary This recruitment will be used to fill two full-time Accountant 1 positions for the Financial Strategic Services (FSS) department at Oregon State University (OSU).


This position is responsible for providing timely and effective transactional services to stakeholders within FSS. This position functions as a member of the Financial Strategic Services-Research Administration & Accounting (FSS-RAA) team, providing information, guidance and coordination of services to the broader FSS department.

FSS-RAA was created to centralize and standardize the processing of transactional level workload for each of the FSS groups. In addition, FSS-RAA will provide useful reporting and metrics to FSS leadership abilities to aid in process improvement and increased efficiency.

The Accountant 1 will work closely with various FSS groups to provide transactional services for each unit. They will work with the manager to develop and maintain an efficient and effective process for communication and work share within the FSS.

The Accountant 1 will work closely with the Accounting Services Manager to apply accepted accounting principles to record, classify and interpret revenue, expenditure, and other business data. This position will use professional judgment to problem-solve and troubleshoot issues as they arise. This position may; work with interrelated accounts, allocate changes to funds and accounts, reconcile accounts, analyze accounting transactions, prepare reports, route transactions for budget authority approval, and maintain process controls.

This position will use professional judgment to problem-solve and troubleshoot issues as they arise. This position will work with interrelated foundation indexes, coordinate workload requests and process a large volume of foundation reimbursements for various colleges and units.

The Accountant 1 may be in everyday contact with FSS staff to discuss such topics as foundation crosswalks, hand-off of workload and requests for information or supporting documentation.

Key Responsibilities 60% - Processing Financial Transactions
   » Process reimbursement transactions in the GRRS system for OSU Foundation (OSUF) & Agricultural Research Foundation expenditures.
   » Post transactions and reconcile funds for various funding sources, including OSU Foundation funds, Agricultural Research Foundation funds, and institutional gift funds
   » Determine appropriate Foundation project ID codes to distribute OSU reimbursements through for various FSS units.
   » Ensure that required OSUF reimbursement supporting documentation is provided in compliance with OSUF policy.
   » Enter Journal Vouchers that have been prepared and approved by FSS unit staff in support of the FSS-RAA JV entry service as needed.
   » Ensure that all required Journal Vouncher supporting documentation in compliance with FIS policy.
   » Reviews requests for JV & Foundation reimbursement services to determine if appropriate information and documentation is provided to be able to provide FSS-RAA services.
   » Complete any transactions as dictated by Memoranda of knowledge between an FSS-RAA College and other campus units by completing internal transfers or budget changes.
   » Post labor changes, when identified and requested by principal investigators or other stakeholders

20% Tracking, Monitoring and Reporting / Financial Transaction Review
   » Develop and maintain FSS-wide OSU/Foundation crosswalk/tracker to map index/activity codes to OSUF project ID#s.
   » Monitor and track the volume of reimbursable OSU/Foundation transactions that require processing by the FSS-RAA.
   » Report transactions that require additional supporting documentation or information from the broader FSS stakeholder units and coordinate/communicate a plan for completing the processing of these specific transactions.
   » Identify foundation transactions that require necessary corrections to comply with OSUF policy and communicate necessary information to the broader FSS stakeholder units.
   » Review and process PAR form effort reporting for FSS units, reviewing for corrections and updates to reports prior to submitting for final signature.
   » Verify general ledger accounts with source documents monthly.
   » Check for accuracy and prepare correcting journal vouchers.
   » Provide technical assistance and guidance to others for accounting and financial procedures.
   » Summarize financial transactions and organize data for financial analysis.
   » Assist Financial Strategic Services (FSS) staff in generating and reviewing monitoring reports, comparing activities against stated metrics.
   » Apply significant general accounting principles to budgets, grants, projects, funds, and inventory to achieve timely and accurate processing and reporting.
   » Resolve problems by applying an overall knowledge of account relationships within the financial system.
   » Consult with FSS finance & accounting staff to ensure compliance with OSU policies and procedures.
   » Summarize, compare, interpret, and analyze financial information for analysis and decision making.
   » Prepare quarterly and year-end status reports of pending transaction status, open POs and other various metrics for the Financial Strategic Services managers and unit personnel.
   » Summarize accounting records and supporting documents to compile routine or ad-hoc reports as needed.
   » Assist other staff and unit personnel as needed to provide data, answer financial transaction questions and/or research and resolve transaction errors.

10%Program Promotion
   » Promote FSS-RAA operations by developing and providing pertinent trainings and communications out to broader FSS units.
   » Develop informational materials and other resources pertaining to the program that can be posted to the FSS-RAA website to assist FSS units and external customers in receiving FSS-RAA services.
   » Monitor and make contributions to OSU listservs to make sure participants are kept up to date on FSS-RAA processes and procedures and aid in the representation of FSS-RAA at FSS functions.
   » Consult with individual FSS units to develop customized work-share plans for OSUF reimbursements.
   » Provide technical assistance and guidance to others regarding OSUF reimbursement services provided by FSS-RAA.
   » Provide guidance to individual FSS units on how to streamline OSUF reimbursement crosswalks using activity codes and transactional documentation.

10% Other tasks as Assigned
   » Participate in training and professional development activities.
   » Participate in meetings of the Division of Finance and Administration and other campus units as needed.
   » Participate in initiatives to improve accounting and reporting processes and completes other tasks as assigned by manager.
What We Require
Bachelor's degree with CPA or PA certificate;
OR
Bachelor's degree with 30 quarter (20 semester) hours of college-level Accounting;
OR
30 quarter (20 semester) hours of Accounting courses and three years of Accounting practice*
*Accounting practice must include at least 3 of the following:
Preparing transactions to be recorded in records of original entry;
Preparing journal entries, posting from journals to general ledger, or preparing original general ledger entries;
Summarizing data from a ledger to a trial balance;
Closing accounts at the end of an accounting period;
Applying PC spreadsheet, database, and word processing software; Processing data using a computer.
