The College of Agricultural Sciences is seeking a Financial agent. This is a full-time (1.00 FTE), 12-month, professional faculty position.

Reporting to the Chief Operating agent of the College of Agricultural Sciences (CAS), the CAS Financial agent (CFO) serves as a regular contributing member of the College's Deans' Group and shares responsibility for the work and activities of that group, including providing counsel to the dean. The CFO collects and analyzes unit, college, and university financial data to ensure that the dean, associate deans, and CAS Chief Operating agent (COO) have financial recommendations and analysis that supports the administration of the college. The CFO supervises all of the financial aspects of the college, including financial monitoring, forecasting, budget allocation, policy development, compliance, and integrity. The CFO collaborates broadly with unit heads and representatives of Financial Strategic Services.

The CFO's responsibilities extend across the state and the person in this position functions in a university-wide capacity, including financial activities jointly managed with the College of Science, the College of Health, and the College of Veterinary Medicine.

With over 3,300 students, 250 professorial faculty, and exceeding $170 million per year in expenditures, the College of Agricultural Sciences (CAS) is a complex organization. In addition to the main campus, CAS has faculty located Branch Experiment Stations across the state as well as Extension Faculty located in each county. CAS is well known for its collaborations among state and federal agencies. Our researchers and Extension faculty work closely with agency partners in EPA, USDA ARS, USGS, US Forest Service, US Navy, USDOE, NIH, NOAA, NMFS, USFWS, as well as state agencies, local governments, and professional organizations.

Regional industries and commodity groups are also important partners. Key Responsibilities 60% Financial Analysis, Oversight, Strategic Planning and Fiscal Forecasting
Evaluates college, unit and faculty financial status and makes recommendations to address deficits or excessive balances. Performs college and unit analysis during the fiscal year to compare actual results to budgets and make recommendations regarding variations. Assists college leaders in the design and execution of unit plans to address unit deficits. Conducts such analysis in a way that considers all funding sources including federal, state, and local service district funding, sponsored research funding, OSU Foundation gifts and Agricultural Research Foundation gifts and contracts.

Assesses CAS financial decision-making information requirements, collects and presents financial information to college and unit leaders. Evaluates college and unit financial results and ensures corrective actions are taken to support effective decision making and stewardship of resources. Performs special analyses to address emerging financial issues or opportunities. Provides advice to college and unit leaders regarding strategic direction and initiatives.

Performs multi-year forecasting and sensitivity analysis that considers multiple scenarios for legislative results, faculty attrition and hires, health and retirement cost effects, general inflation, changes in university financial practices, gift and contract trends, etc. Makes budget recommendations to reduce, increase or reallocate unit budgets. Provides recommendations to correct emerging revenue or expense issues.

Supports the identification and implementation of faculty and unit leader start-up packages and related cross college agreements.

Analyzes and makes recommendations regarding agreements between units, between the college and units and across colleges related to resource allocation (e.g., financial support for teaching a certain class, etc.).

Develops and implements CAS policies regarding fiscal management of resources including the CAS Budget Practices and Guidelines, Reserve Policy, Sales Policy, and CAS Dwelling Unit Management Guidelines. Monitors and represents CAS in discussions related to university policy changes.

Provides support to CAS unit leaders related to analysis, preparation, and negotiation of financial MOUs and legislative budgets.

Provides input to unit reviews regarding unit fiscal management issues and opportunities.

30% Data Management, Collection, Analysis, and Communication
Liaisons with business partners within OSU and external to OSU, including but not limited to:
   » OSU Foundation and Agricultural Research Foundation to monitor funds/processes and provide support for gift development.
   » Office of Audit, Risk and Compliance to receive and respond to audit and information requests.
   » Office of Budget and Resource Planning to supervise OSU budget, projections, and related processes.
   » Office of Sponsored Research & Award Administration to resolve grants/contracts issues.
   » Procurement, Contracting and Materials Management to resolve purchasing and contracting issues.
   » Division of Research and Innovation to supervise specialty research funds allocated to CAS (RERF, BUC, Royalty, etc.)
   » Financial Strategic Services to supervise college accounting, budgeting, forecasting, and reporting for the college.
   » Controller's Unit functional areas (accounts payable, billing and receivables, financial accounting and reporting, payroll, student accounts, travel, and treasury) to resolve issues in these areas impacting support to CAS faculty, staff, and students.

Acts as college central point of contact for CAS college and unit administrators.

Conducts miscellaneous types of data analysis in response to questions from college administrators and unit heads.

Works with university personnel to ensure reporting systems, such as CORE and University Financial Management (UFM), support the delivery of needed reports to college administrators and unit heads. Provides training and communicates system changes to users.

Manages processes connected with college decisions on distribution of funding such as priority staffing and building use credits/capital infrastructure renewal funds.

Monitors unit processes used to collect and post revenues to ensure the integrity of revenue collection. Analyzes and supervises implementation of systems to collect revenues such as credit card portals. Ensures compliance with payment card industry data security requirements. Acts as the primary college administrator for TouchNet Marketplace.

Provides advice regarding the development and application of student, internal and external fees.

Evaluates internal controls and implements needed changes.

supervises financial system effects of organizational changes, including development of organization code and index code proposals, reallocation of budgets, etc.

Collaborates with the Financial Strategic Services Strategic Partner to ensure financial responsibilities are executed in a timely and accurate manner.

Understands university budget processes and, in collaboration with college and unit administrators, designs and ensures implementation of college budget models to distribute resources to units.

Addresses issues related to access to university financial systems. supervises approval authorities across the college.

Regularly communicates updates and reminders of policies and procedures to staff through emails, meetings, and other communication methods.

What You Will Need Bachelor's degree in business, finance, accounting, or related field, or equivalent combination of education and practice in the field.

5 years' practice in financial/accounting and/or operational management in a university, government, or corporate setting.

Demonstrated practice in financial forecasting and accounting in a dynamic and fast paced setting.
