South Carolina ETV (SCETV) is the state's public educational broadcasting network. SCETV amplifies South Carolina voices, provides educational practices, and strengthens communities while working to create a stronger, more connected, and informed South Carolina. SCETV provides national and local content to classrooms via internet services Knowitall.org and PBS Learning Media. SCETV also provides teacher training and re-certification in face-to-face and online settings.

JOB PURPOSE:
The Accounting/Fiscal Manager I serves as the agency Controller and reports directly to the Chief Financial agent (CFO). Under general supervision, the Controller provides the leadership abilities and management of the agency's financial accounting and reporting functions, cost allocation, grants accounting and reporting, budgeting, and procurement/purchasing services through assigned staff.

JOB tasks
Performs complex accounting tasks, prepares financial and statistical reports, delivers training to others, develops and/or manages complex budgets, and develops and documents controls for accounting systems to ensure the accurate recording and reporting of the agency's financial transactions.

Leads and executes the development, organization, preparation, and updating of complex financial statements, journals, accounts, ledgers, and reports for various financial needs within the SAP/SCEIS financial system to maintain accurate records and reports for over $40 million in federal, state, and other funds budgeted annually by the state.

Prepares and analyzes financial reports, data and records, identifies discrepancies, investigates, and recommends solutions as needed.

Monitors automated financial systems, develops, and documents controls to ensure system relicapability and data integrity.

Performs complex accounting and auditing reconciliations, journal entries, schedules, and reports.

Develops and manages complex work unit budgets, analyzing funding sources, operational needs, budget trends, and financial commitments.

Forecasts budget balances and recommends corrective action as needed.

Answers questions and provides accounting related information to internal and external stakeholders according to established policies and procedures.

Facilitates trainings and provides financial guidance to management and staff.

Serves as lead accountant in preparation of financial statements and acts as liaison with independent auditors during annual financial audits.

Direct the operations and staff for procurement/purchasing services for the agency.

Minimum and Additional Requirements
A bachelor's degree in accounting, Finance, Business, or a related area.

Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.

Preferred Qualifications

A bachelor's or master's degree with a major in accounting and at least six (6) years of professional accounting practice.

Qualifying practice must include at least three (3) years in a managery function directing financial accounting and reporting responsibilities; or a complex financial accounting or budgeting system in a medium-large state agency or other organization.

Proficiency in Microsoft Excel

Strong communication expertise
