Organizational Unit Overview Campus Operations is a broad diverse division of Administration and Finance that includes all aspects of facilities management at East Carolina University. Campus Operations is a major division of Administration and Finance with approximately 530 employees and a budget in excess of $44 million. The university is comprised of approximately 6.5 million square feet of facilities located on 1,850 acres with $1.84 billion in physical assets. Facilities Services is a part of the broad, diverse, division of Administration and Finance - Campus Operations that includes all aspects of facilities management at East Carolina University.

The primary purpose of the Facilities Services Department on the Health Sciences Campus is to maintain and improve the physical plant of the Health Sciences and West Research Campuses of East Carolina University. This includes the central utility plant; heating, ventilating and air conditioning systems (including various tonnage chiller units with connected equipment); electrical distribution systems (including emergency electrical power generating equipment as well as medium voltage distribution system); domestic hot and cold water systems; laboratory vacuum systems; ultrapure water systems; medical gas and vacuum systems; compressed air systems; natural gas distribution systems; fire protection systems (including fire pumps, wet suppression systems, fixed chemical systems, and portable fire extinguishers); fire detection and alarm systems (to include Information Management systems, Fire Alarm Control Panels, and mass communication systems); steam distribution systems; irrigation systems; sanitary sewer systems; and storm sewer systems. Information technology also includes repairs to several million square feet in separate buildings varying in age.

Job tasks This position will routinely and consistently perform a variety of recurring and non-recurring, controls assignments, both preventative as well as corrective. Work on the managery Controls and Data Acquisition (SCADA) systems will be functionally at the building level and below. Work will also involve the support of higher level technicians in the installation and maintenance of complex enterprise level SCADA systems. This involves highly technical work in the installation, set-up, commissioning, troubleshooting, and maintenance of moderately complex building systems level controls (i.e. Field Controller Networks (FCN), Air handling units (AHUs), terminal units Variable air volume (VAV) and Constant air volume (CAV), exhaust fans, chillers, boilers, pumps, compressors, energy recovery units, etc.) and industrial instrumentation installation and calibration. Level I Controls Technicians will independently investigate and analyze Building level network (BLN) controls systems components, recommend changes, implement repairs as directed, and verify results. Level I Controls Technicians will: verify that BLN operations are consistent with SOPs; troubleshoot and resolve inconsistencies in the field controller settings or sequence of operations; and work with higher level technicians for technical support as/when needed. Level I Controls Technicians run reports to analyze equipment operation and efficiency (i.e. PID loops, instrument calibration, building schedules, etc.); participate in inspections and testing on new equipment. They often serve as technical resource in one or more areas of HVAC, SCADA Systems, or industrial instrumentation. Level I Controls Technicians work with contractors to support equipment startup services; work with ECU Information technology Department personnel; work with other department technicians to complete facilities services projects. Level I technicians will prioritize work assignments to ensure work is completed in a timely and efficient manner, taking into consideration the potential impact to both operations and regulatory requirements. Level I Controls Technicians may also be a member of a team of skilled trade's people. Work is performed under the general supervision of the controls department manager or a higher technician and is evaluated through the optimization of building controls, equipment operation, project completion, and the effectiveness of repairs. Controls technicians will perform both preventative and corrective maintenance work orders.

Minimum Education/practice High school diploma or equivalency and two years of related practice; or equivalent combination of training and practice. Requires certification(s).

Preferred practice, expertise, Training/Education
   » Two to three years of progressive practice as a HVAC Controls or Instrumentation and Controls (I&C) technician.
   » knowledge of the basic refrigeration process used in mechanical refrigeration and air conditioning systems; to include terminology, safety, and identification and function of components; refrigeration cycle; and tools and instrumentation used in mechanical refrigeration systems is advantageous.
   » A strong working knowledge of Microsoft Products and computers.
   » Knowledge and knowledge of any of the following areas will be advantageous: various communications protocols used in the industry including BACnet, LonTalk and Modbus; familiarity with networking applications; familiarity with SCADA systems; Ethernet, TCP-IP, IP Networks and infrastructure; practice with Carrier-IVue, Trane, Tridium, Johnson Controls, Schneider, or Siemens.
   » A NICET Industrial Instrumentation Level I Certification are preferred.
   » Candidate should possess a valid NC driver's license and be eligible to operate a state-owned vehicle in conformity with the ECU property policy.
