Job Summary Discapability Access Services is seeking a Deaf and Hard of Hearing Access Services Coordinator. This is a full-time (1.00 FTE), 12-month, professional faculty position. The position will be part-time (0.50 FTE) for 3 months from June 15-Sept 15.

Discapability Access Services (DAS) aspires and actively works towards equitable and accessible practices for students with disabilities at Oregon State University (OSU). DAS serves the mission of OSU by providing access to educational opportunities to a population who has historically been underprivileged in higher suitable education students with disabilities. DAS supports disabled students by providing reasonable and appropriate accommodations as required by Federal and State laws. The coordinator of Deaf and Hard of Hearing Access Services ensures that reasonable, appropriate, and effective accommodations are provided to students and prospective students at Oregon State University who are in need of communication access.

The coordinator must exhibit professionalism and collegiality in a diverse team environment and possess the capability to create a welcoming, inclusive, accessible, and professional atmosphere in the office, creating effective relationships for problem-solving and positive interactions within DAS. This person needs to be patient, flexible, and solution-oriented and exhibits cultural humility and agility, with the capability and commitment to work with individuals with various communication expertise and styles.

Key Responsibilities 35% Supervision of staff/contractors
   » Responsible for managing interpreter and transcriber needs at all locations where students need academic/program access (ex: Corvallis, Cascades, Newport)
   » Recruit, evaluate, hire, schedule, and assign sign language interpreters and transcribers.
   » Evaluate the skill level of interpreters during formal evaluations and by observing the interpreters in classroom settings. Assess the use of appropriate ASL linguistic elements.
   » Conduct performance evaluations of interpreters and transcribers as appropriate, per OSU guidelines.
   » Assess the interpreters' knowledge and application of the Registry of Interpreters for the Deaf (RID)/National Association of the Deaf (NAD) Code of Professional Conduct, knowledge of teaming procedures, and familiarity with technical vocabulary.
   » Assess the transcribers' knowledge of and adherence to the TypeWell Transcriber Code of Ethics.
   » Research/develop/update appropriate evaluation materials/methods and professional development activities for interpreters and transcribers.
   » Work with the adjunct Director for Access to determine the appropriate hourly pay rate and range for interpreters and transcribers. Recommend raises located on merit and certification. Research and update pay rates periodically in order to remain competitive with other local colleges/universities.
   » As necessary, review CART/real-time transcribing transcripts for accuracy, clarity, and completeness.
   » Work with the Lead Transcriber to assign transcribers with the appropriate skill level for the setting.
   » Mediate disputes between students, faculty, and service providers.
   » Review and approve timesheets submitted to the Emp Center.
   » Work closely with the Operations Manager to monitor and support vendors, including reviewing invoices and following up if there are issues.
   » Prepare bill-backs to colleges/departments for services provided.

50% Deaf and Hard of Hearing Access Services Program Support
   » Work with the DAS advisers assigned to DHOH students to assess the primary language/signing system used by Deaf/hard of hearing students.
   » Process requests for interpreter/transcriber/CART services submitted through the DAS database.
   » Collaborate with colleges/departments regarding the needs (lighting, prep material, etc.) of interpreters/transcribers/CART providers in various settings.
   » Contact faculty and others as needed to gather information and/or materials to support the implementation of services in a timely manner.
   » Collaborate with the adjunct Director for DAS Technology regarding accessible technology, e.g. FM systems, external mics, transcriber laptops, etc., for Deaf/hard of hearing students, faculty, staff, and OSU community members.
   » As necessary, provide sign language interpreting/transcribing services for students, faculty, staff, and visitors at OSU. (~10-15hrs/wk.)
   » Serve as liaison and consultant for the University Theatre's interpreted and audio-described performances.
   » Update and/or develop policies/procedures for interpreting, transcribing, and CART services as needed, in consultation with the adjunct Director for Access.
   » Consult with the Office of Equal Opportunity and Access (EOA) to coordinate communication access services/provide assistive listening technology for Deaf/hard of hearing faculty/staff, visitors, job candidates, etc.
   » Educate faculty, staff, and students about cross-cultural communication issues and the function and effective use of sign language interpreters, real-time transcribers, and CART providers.
   » Encourage Deaf and hard-of-hearing students to become self-advocates.
   » Keep current on best practices in the field and specifically as relates to what is happening regionally and within the state of Oregon.
   » Adhere to standards of professional ethics and confidential communication.

15% General Program Support
   » Generate creative and practical solutions to address current and emerging needs.
   » Maintain contact with national organizations and other post-secondary institutions to keep abreast of current issues and changes in the field of interpreting and transcribing services. Implements best practices and maintains a high quality of interpreting and transcribing services.
   » Maintain necessary records, produce reports, and analyze data and trends.
   » Coordinate peer-to-peer notetaking services including: maintain electronic records using department database to track accommodation requests,
   » work with instructors to identify in person notetaker,
   » prepare and submit notetaker invoices each term ensuring prompt and accurate payment, collaborate with other university departments to ensure administrative processes are completed appropriately,
   » respond and resolve emergent issues related to peer-to-peer notetaking services, ensure that instructors/notetakers are adhering to the NT agreement to provide services to students.
   » Required to work some evenings and weekends.
   » capability to work effectively with students, staff, and faculty from diverse backgrounds, including international students, students of color, and other underrepresented groups in university settings.
   » Work with word processing and database computer programs.
What You Will Need
   » Bachelor's Degree in a related field (Liberal Arts, Communication, Psychology, Education, etc.) or completion of an interpreter training program - ASL Interpreting, ASL Studies, or Deaf Education.
   » Certified Sign Language Interpreter: RID/NAD National Interpreter Certification, BEI Basic certification, and/or a score of at least 4.0 on the Educational Interpreter Performance Assessment.
   » Demonstrated skill in expressive and receptive interpreting and transliterating at the post-secondary level in a variety of settings.
   » Demonstrated capability to juggle competing priorities and work under tight timelines.
   » A minimum of 5 years interpreting practice; Higher Education interpreting preferred, including interpreting in STEM/advanced level classes.
   » capability to communicate effectively in writing and orally.
   » capability to problem solve in stressful complex situations.
   » capability to abide by the RID Code of Professional Conduct and TypeWell Code of Ethics.
   » Familiarity with the Americans with Disabilities Act, Section 504 of the Vocational Rehabilitation Act, and other State and Federal laws applicable to people with disabilities.
   » If not already a real-time transcriber, prosperous completion of the TypeWell real-time transcribing program within the first six months of employment.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must prosperously complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

Working Conditions / Work Schedule Primarily Office Environment but may be required to interpret in any environment required to provide access primarily to students, and on occasion faculty, staff, and OSU community members. Occasional evening/weekend work may be required. Typically works 8 am - 5 pm Monday through Friday.
