Job Summary The Office for Sponsored Research and Award Administration is seeking a adjunct Director of Sponsored Programs Award Management. This is a full-time (1.00 FTE), 12-month, professional faculty position.


The Office for Sponsored Research and Award Administration (OSRAA) resides within the Division of Research and Innovation (DRI). Its mission is to provide research administration leadership abilities for all colleges, units, and research centers, achieved through full sponsored project lifecycle support for proposal submission, award negotiation and acceptance, research costing and analysis, award management, financial management and closeout of awards that support the research goals of Oregon State University's strategic plan: Prosperity Widely Shared .

The adjunct Director of Sponsored Programs Award Management serves as an integral part of the OSRAA management team, with particular responsibility for the oversight and supervision of non-accounting post-award research administration compliance for OSU's sponsored project portfolio. This includes managing the day-to-day operations of the OSRAA functional units supporting sponsored project award and subaward compliance, contracting, and monitoring. this function provides leadership abilities on policy, process and workflow development and improvement, and advises OSU faculty and staff on grant and contract matters. The scope is university wide, requiring appropriate administrative and compliance oversight for more than $440 million in research awards each year.

this function includes evaluating short and long-range goals and objectives, participating in strategic planning efforts as part of the management team, determining resource needs and priorities, and making recommendations to leadership abilities regarding all aspects of research administration at OSU.

This position provides subject matter skills and consultation to OSU employees managing sponsored projects in OSRAA, research centers, and other administrative and academic units. This position provides leadership abilities in policy interpretation and implementation instruction to faculty, researchers, staff and others in all campus units and colleges that handle sponsored projects to ensure award management and grant practices adhere to OSU, sponsor, state, federal and other legal and regulatory requirements.

This position represents OSU with external agency officials, often involving complex administrative and compliance matters. The incumbent must have full knowledge of the nuances of grants management requirements at different sponsoring agencies in order to prosperously collaborate and determine resolution of issues, preserving the needs of the project, researcher, and OSU, while acting as a good partner with the agency personnel and other OSU and sponsor representatives. The individual in this position will uphold a standard of excellence and assistance to OSU's faculty, as well as nurture positive relationships both inside and outside of OSU.

The adjunct Director of Sponsored Programs Award Management supervises and provides work direction, mentoring, and training for unclassified, classified, and student employees responsible for award and subaward compliance and contracting. This position provides oversight to the team and ensures efficient operation and governance of sponsored project funding within complex layers of OSU, sponsor, state and federal policy and regulation.

The adjunct Director of Sponsored Programs Award Management reports to the Director of Sponsored Programs, Award Management and works closely with personnel in OSRAA, DRI, and other campus units, such as Office of Procurement, Contracts and Materials Management (PCMM), Office of Audit, Risk and Compliance (OARC), Office of General Counsel (OGC), and other campus personnel involved in sponsored project management within centers, colleges, and departments.

Key Responsibilities this function requires a thorough knowledge of grants management practices and contracting principles, as well as institutional, state, federal, and sponsor regulation related to research administration and compliance. Sponsored project grants and contracts are received from a variety of sources, including federal, state, other universities, foreign, non-profit, and industry. This variety of sponsoring agencies requires the capability to adapt to different sets of governing regulation, sponsor terms and conditions, and grants management principles.

This position has delegated authority as an institutional authorizing official to approve and sign grants and contracts, subagreements, management letters, reports, and other legal documents appropriate to fulfill the responsibilities related to the management of sponsored project awards and subawards.

30% Provide leadership abilities and Oversight for Award Management and Compliance
Provide leadership abilities and oversight of non-accounting post-award compliance for a complex portfolio of more than 2,100 sponsored projects with annual expenditures above $420 million. Manage a team of Grant and Contract Administrators, ensuring timely and compliant management of OSU sponsored projects and meeting all administrative and compliance requirements in conformity with various policy, guidance, and terms of the award. Responsibilities include the following:
   » Maintain a thorough knowledge of federal and nonfederal grant and contract award regulations in order to appropriately interpret and implement award requirements and advise on institutional research administration needs.
   » Monitor and identify new regulations involving grants administration and assist in the preparation of compliance procedures resulting from new federal, state, institutional, or other sponsor regulations or policies.
   » Anticipate and resolve developing problems and determine timely solutions that offer minimum disruption to progress, weighing both the fiscal and reputational risk of the university. Research and analyze a variety of complex issues to resolve and provide sound documentation to ensure a solid audit trail.
   » Serve as subject matter expert to OSU faculty and staff in OSRAA, DRI, research centers, and other units on sponsored project management and compliance. Transmit detailed technical information and guidance regarding OSU institutional operations and polices to faculty and staff, as well as outside agencies.
   » Serve as a resource to staff reviewing and monitoring compliance with regulations, procedures, and policies, and make determinations on allowcapability and compliance.
   » Advise OSU administrative and financial agents on matters to facilitate timely and accurate award actions, reporting, submission of deadline-driven deliverables, and resolution of confidential, sensitive, or complex policy, financial, and administrative issues.
   » Ensure integrity and conformance to applicable standards of sponsored project and other policy implementation to minimize the risk of financial loss and/or audit irregularities.
   » Serve as a point of contact for OSU PIs and sponsor agencies when escalation or additional review is needed and work with faculty, staff, and external agencies to facilitate appropriate results to award compliance concerns.
   » Serve as a delegated institutional authority to lead and facilitate communications with grant making agency staff when clarifications or approvals are needed regarding award administration policies and procedures.
   » Advise and assist the team with review and interpretation of regulatory guidance for sponsor prior approval requirements, including such items as pre-award spending, extension of project period, re-budget of approved financial plan, key personnel changes, foreign travel, and other project revision inquiries.
   » Provide guidance on the preparation and submission of required documentation for items requiring sponsor approval.
   » Resolve complex issues escalated from team members and determine appropriate action for resolution, ensuring sound documentation in the event of audit.
   » Review and sign amendments to research grants and contracts related to award management, ensuring appropriate project changes, and that legal terms and conditions are acceptable to the institution.
   » Collaborate with significant university departments to ensure seamless integration of grant activities with existing systems and processes.
   » Represent and serve as liaison on fiscal and administrative matters in discussions with internal and external stakeholders and sponsors. These matters may include budgeting, personnel, expense allowcapability, policy interpretation, and other grant and contract matters when resolution with an outside agency is necessary.

20% Subaward Contracting and Monitoring
Provide leadership abilities and oversight of the everyday operations and processes for more than 500 subawards issued under OSU's grant and contract research portfolio. This includes managing a team of Subaward Contract and Compliance agents responsible for all aspects of subaward contracting/negotiation, subrecipient risk analysis and monitoring, post award administration, and any other subaward matters. Ensure timely and compliant management of OSU subawards and that appropriate processes and procedures are developed and in place for the following subaward team activities:
   » Drafting, negotiation, and execution of contracts with subrecipient organizations, ensuring appropriate flow-down terms and conditions from the prime OSU award and identification of special terms and conditions that may be required.
   » Review and interpretation of regulatory guidance for sponsor requirements on a variety of subaward matters, such as project expenditure restrictions, reporting deliverables, scope of work changes, and other fiscal and administrative inquiries.
   » Research of sponsor requirements to ensure appropriate documentation is prepared and submitted to sponsor agencies by OSRAA and collaborating with external sponsors and subaward organizations to approve and document these project changes, as needed.
   » superviseing the accurate set up and closeout of all subawards in OSU's financial, imaging, and eprocurement systems in order to ensure consistent documentation, encumbrance, and subaward payment processes.
   » Determining effective resolution of sensitive or complex policy, financial and administrative issues related to subawards.
   » Anticipating and resolving developing problems, implementing timely solutions that offer minimum disruption to sponsored project and subaward progress and weighing OSU fiscal and reputational risk. Ensure integrity and conformance to applicable standards of subaward management and other policy implementation to minimize risk of financial loss and/or audit irregularities.
   » Evaluation of external subrecipient organizations for compliance and financial risk. Analyzing financial, audit and other documentation of subrecipient to evaluate internal controls, financial stcapability, and performance history. Determining management plans or other appropriate action in response to subrecipient audit findings and risk exposure mitigation.
   » Identifying and resolving problematic reporting and invoicing clauses that are not being met by the subrecipient and communicating effective resolution with the OSU principal investigator and subrecipient organization. Apprising OSU leadership abilities and making recommendations regarding high risk situations.
   » Providing faculty, staff, researchers, and external collaborators with guidance on financial, administrative, and regulatory issues arising during the life of a subaward, ensuring excellent service while providing appropriate institutional oversight and responsible stewardship of sponsor funds.
   » Representing OSU and serving as liaison on subaward administrative and policy matters in discussions with external stakeholders and sponsors when resolution with outside agency is necessary.

30% Supervision and leadership abilities
Supervise, train, and mentor the Grant and Contract Administrator and Subaward Contract and Compliance teams. Perform all managery requirements, including approval of leave and timesheets, the establishment of goals and staff-centric development plans, and conducting performance reviews. Advise and determine actions for hiring, performance, or other sensitive employment matters for supervised staff.

Build and support a cohesive and productive team, identifying tools, training, development needs, and resources to promote success. Promote team-building and positive work attitude within the team, and between the team, OSRAA, DRI, and other university units and colleges. Facilitate effective communication and coordination among project stakeholders, including faculty, staff, external partners, and funding agencies. Strive to maintain an inclusive working environment that is free from discrimination and harassment.

Monitor workload of supervised staff and reassign work as needed to meet deadlines. Review work and sign contract amendments, subagreements, management letters, reports, and other compliance/legal documents for Grant and Contract Administrators and Subaward Contract and Compliance agents until they are authorized to approve and sign these documents.

Proactively assess workload and/or process gaps, providing technical assistance as necessary to surface and address any issues. Ensure organizational effectiveness and compliance and help to set significant policies.

Serve as a subject matter resource to staff reviewing and monitoring compliance with applicable regulations, procedures, policies, and administration principles significant to sponsored projects and subawards.

Make final determinations on complex award and subaward situations, including the interpretation and implementation of OSU administrative and fiscal policies and procedures, negotiated agreement terms and conditions, other proposal and awarding documents, and policy documents for federal, state, and private agencies.

Serve as an OSRAA leader on university committees. Lead projects as requested by the Associate Vice President of Research Administration, Finance and Operations and the Director of Sponsored Programs, Award Management.

15% Policy and Training
As part of the OSRAA management team, assist with development and revision to research administration policies. Advise and make recommendations specific to award administration, contracting, and subaward policies and procedures. Continually refine system methods and processes to ensure effective, efficient workflow, process management, and adherence to OSU, sponsor, federal, state, and other applicable policy and standards. This includes determining best practices, improving policies and procedures, and providing guidance and training on these methods and processes to OSU personnel, colleges, and units engaged in sponsored project management university wide. These methods, processes and procedures determine how sponsored project allowcapability and compliance determinations are managed within OSRAA, colleges, centers, and other university administrative and academic units.

Consult and collaborate with other units or committees to advise on university administrative and fiscal policy that affects the management of sponsored projects. Recommend changes to university policies that affect research administration (i.e., fiscal/costing, procurement, property management, graduate school).

Provide training and communicate policy changes to faculty and staff as part of OSRAA's research administration training program and outreach presentations. Partner with OSRAA managers and other university personnel in the consistent upkeep of award and subaward training and guidance from OSRAA, DRI, college research administration personnel and other units. Maintain a commitment to promoting diversity, equity and inclusion in training environments.

Actively participate in the development and delivery of training on systems, procedures, and policy.

Examples of these activities include:
   » Leading meetings and training others on grant systems, policy, procedures, and guidelines
   » Serving as a subject matter expert that communicates with the campus community and assists with general research administration trainings
   » Monitoring and staying informed of continually changing sponsor, federal, state and university policies and communicating these changes to applicable stakeholders
   » Disseminating guidance to faculty and staff located on the interpretation and implementation of policies and agreement terms.
   » Coordinating support and communication for project management across lifecycle team(s) and other stakeholders, such as DRI colleagues, financial strategic services, colleges, and other units.
   » Communicating institutional policy and procedural information to external entities, such as federal and other sponsor agencies and subaward organizations
