Organizational Unit Overview The Department of Campus Safety & Auxiliary Services encompasses the following departments: Environmental Health & Safety, Campus Police, Parking & Transportation Services, Insurance & Risk Management, Emergency Management and Business Continuity Planning, Security Technology, 1 Card, University Printing & Graphics, Mail Services and Dowdy Student Stores. The Division is committed to serving the University by enhancing campus safety and managing auxiliary services in an efficient and effective manner that best serves our customers and meets institutional goals.

The Violence avoidance and Threat Management unit manages the university workplace violence program, coordinates the University Behavioral Concerns Team (UBCT), conducts training and threat assessments and manages cases involving faculty and staff or other individuals posing an imminent threat or safety risk to one or more members of the campus community. The unit also coordinates Youth Program safety and compliance.

Job tasks The Director of Threat Assessment and Case Management will supervise the university's Workplace Violence program, coordinate the University Behavioral Concerns Team (UBCT) and conduct training, threat assessments and manage cases involving individuals posing an imminent threat or safety risk to the campus community. The threatening individual may be faculty, staff, student or other person who threatens a campus community member. Imminent threats from, or directed toward, faculty and staff will require close coordination with People Operations, Success and Opportunity (POSO) for access to assistance resources while student-related issues will be coordinated with the Dean of Students and their CARES Team. The Dean of Students CARES Team offers assistance to distressed students and connects them to the appropriate campus resources. The director supervises a Violence avoidance and Threat Management case manager and Youth Programs and Compliance coordinator.

The Director of Threat Assessment and Case Management (Director) serves as the University subject matter expert related to threat assessment and management and leads threat assessment and management efforts for the institution. This position develops and manages strategic and operational plans, manages execution, and measures results of the threat assessment and management program. The position is responsible for leadership abilities related to the review and revision of policies and procedures related to threat assessment and management that align with research, best practices, and standards for the field of threat assessment.

This position includes collaborating on a concern reporting form for referrals, conducting preliminary threat assessments, serving as chair of a multidisciplinary University Behavioral Concerns Team (UBCT) that encompasses both student and employee behaviors that are concerning, including threats and violence, and coordinating training for members of the team so that best practices and research-located assessment tools are used to conduct thorough assessments and develop effective management plans. This position supervises and/or assists in the operational threat assessment and intervention of individuals or groups who may engage in behavior posing a threat or potential for violent behavior to the University community, including faculty, students and SHRA and EHRA staff, as well as non-University community members. This position may serve on the Admissions Safety Committee or be consulted in the pre-admission safety review process for candidates with a criminal or behavioral history and any campus removal/withdrawal review process, including individuals who have been trespassed from campus. This position supervises the management of sensitive information, maintains timely and accurate records, produces reports, and organizes and disseminates case information, as appropriate.

The director provides professional skills, conducts outreach, consultation, and promotes issues related to behavioral intervention and threat assessment management and connected topics. In coordination with appropriate University units, this position is responsible for educating and training the University community on reporting and topics related to behavioral intervention and threat assessment management. As the University subject matter expert related to behavioral intervention and threat assessment management, this position is responsible for collaboration with University partners, such as Academic Affairs, Dean of Students/CARES Team, Counseling Center, Housing and Residence Life, POSO, University Attorney, Police & Campus Safety, Clery Coordinator, Student Rights and Responsibilities, Office of Discapability Support Services, Undergraduate and Graduate Admissions, that intersect with behavioral intervention and threat assessment management. A close, team-oriented and collaborative relationship with the CARES Team is critical to the program's success.
   » Focusing primarily on imminent threats, objectively assess and triage all incoming threat cases with Dean of Students CARES Team about actual or potential incidents of violence using current accepted processes and best practices;
   » Develop and maintain consistent threat assessment evaluation method as foundation for assessing potential threats;
   » Manage and conduct preliminary threat assessments, coordinate full threat assessments and create management plans for individuals and situations posing a threat of or violent behaviors to the campus community;
   » Provide threat assessment response and intervention to potentially violent situations;
   » Review Incident Reports to determine cases that will be tracked by the University Behavioral Concerns Team (UBCT);
   » Interview, investigate, and document non-criminal threat cases using Maxient (or other university-required database) and coordinate with the UBCT and CARES Team.
   » Monitor and track individual cases and their progress to ensure compliance with recommendations and include an on-going assessment and address new or emerging concerns as they become more evident;
   » Review all unit cases and progress with Violence avoidance and Threat Management Team on a regular (at least monthly) basis and meet regularly with CARES Team to share case information;
   » Coordinate education and training for the university community regarding reporting and connected information related to the workplace violence avoidance, threat assessment and management process;
   » Coordinate and partner with the Office of University Counsel, the Center for Counseling and Student Development, the Office of Student Rights and Responsibilities, the ECU Police, POSO, and other key stakeholders to ensure comprehensive case management is in place;
   » Coordinate and partner with external community agencies and law enforcement, as appropriate;
   » supervise and maintain the ECU Workplace Violence program and coordinate the development of threat assessment and violence avoidance procedures, protocols, and resources;
   » Working with ECU Police when applicable, coordinate, develop, and implement safety plans for identified victims or potential victims of violence;
   » In partnership with ECUPD and other Dean of Students victim services staff, provide victim/witness assistance to reporting victims and concerned community members;
   » Refer victims to appropriate ECU resources and provide continuing victim assistance and case management;
   » Provide database management assistance to ensure data integrity;
   » Collect comprehensive, fact-located information on reported students, faculty, staff and community members that may represent a threat to campus safety;
   » Refer students, faculty and staff who appear to create a safety concern to the campus to the university's CARE Team and/or the University Behavioral Concerns Team (UBCT) and follow up on the committee's recommendations;
   » Provide information and refer students, faculty and staff cases to the appropriate resources (i.e., Student Affairs officials, victim advocate services, employee assistance program, People Operations, Success, and Opportunity (POSO), Student Health Services, Center for Counseling and Student Development, Office of Student Rights and Responsibilities); Continue case management as necessary;
   » Ensure student, faculty and staff emergencies are properly directed to the appropriate department or outside agency;
   » Serve as one of the functional experts for the threat case management system;
   » Serve as a liaison with ECU Police, UNC System Office and North Carolina State Bureau of Investigations (NCSBI) Behavioral Threat Assessment (BeTA) Unit and to the Information Sharing and Analysis Center (ISSAC) and local FBI office.
   » Follow protocols regarding the handling of confidential and highly sensitive law enforcement, employee and student data and information.
   » Supervise the Violence avoidance and Threat Management case manager and Youth Programs and Compliance Coordinator and provide annual evaluation as required.
   » Responsible for strategic and operational planning for the violence avoidance, threat assessment and management program and and develop and administer budget related to programs;
   » Develop unit strategic plan, prioritize goals and monitor progress. Provide annual written report (briefing) on accomplishments, goals, related data and budget needs.
   » Ensure annual unit training and certification needs are met and maintained.
   » Maintain the violence avoidance and threat management website;
   » Provide annual training for UBCT and others as needed.
   » Ensure written programs, policies, SOPs and protocols are regularly updated and reviewed with the UBCT at least every 3 years.
   » Serve on the Associate Vice Chancellor's Campus Safety & Auxiliary Services leadership abilities Team;
   » Serve on Administration and Finance Divisional and East Carolina University committees, as requested;
   » Perform other tasks as assigned.

Minimum Education/practice Master's degree in the area of social work, behavioral health, criminal justice or any other related degree and five years of post-graduate practice in higher education (or equivalent higher education practice).

Minimum of at least three years of progressively responsible practice in threat assessment and case management or a related field.

Minimum of at least three years of practice as a manager.

Demonstrated attention to detail, organizational and administrative skills, including interpersonal, written, and verbal communication.
