Organizational Unit Overview East Carolina University Student Health Services (SHS) is a department within the Health and Well-Being Unit of the Division of Student Affairs and is charged with the responsibility of providing primary health care for the student body, which now exceeds 28,000 persons. Primary care encompasses many functions, including but not limited to delivery of acute medical care; preventive medical care, health education; mental health care; laboratory and pharmaceutical services; administrative support services; advisory and educational assistance to other university departments. SHS is mandated by the University of North Carolina System to deliver state of the art medical care economically to fee-paying students through a pre-determined budget. These services are utilized currently at a rate of approximately 40,000 patient visits annually via 2 clinic locations and are administered by a staff of approximately 55 SHS employees. The diverse medical needs of students require that SHS be a multifunctional and constantly changing department.

Job tasks The primary purpose of this position is to assist with insurance processes at SHS which is a critical function. This position is responsible for evaluating medical records for proper documentation and verfying the correct CPT and ICD-10 codes have been appropriately assigned to claims according to coding and billing guidelines. This person will assist with claim creation, claim processing, and investigation of pending claims. This staff person will also be responsible for Accounts Receivable processes, such as maintaining and monitoring workflows to ensure claims are submitted to payors in an efficient and timely manner, the timely resolution of claim edits/denials, and monitors payor response times to achieve prompt reimbursement from payors.

This position is a key person involved in hard waiver insurance process for the university. In addition to knowledge the plan benefits and claims verification, this position is responsible for the uploading and downloading of files and collaborating with the cashiers' office to deal with file development problems. This position interfaces with the vendors both verbally and in written form. The position must have great verbal skill and knowledge necessary to interface with unhappy customers, which may include parents, students, and university officials.

Insurance Follow-up/Public Contact
   » Responsible for the timely electronic submission of insurance claims to the appropriate payer according to respective regulations and policies, processing and remittance of insurance claims for reimbursement purposes. This position needs to possess time management expertise, prioritize tasks/responsibilities, and be extremely organized.
   » Processes payments or routes payment to the appropriate department. Checks must be processed within 3 business days of receipt.
   » Research claims and prints detailed bills upon request. This employee explains the SHS insurance process to students, parents and other facilities; accesses the school insurance data (list of insureds) via the student insurance plan vendors web portal; serves as one of the points of contact for students, parents and university staff/faculty; retrieves archived medical records when needed for requested information for insurance filing and research; and files/processes all correspondence related to claims/payments from any insurance company must be scanned by saving files to the SHS Pirate Drive, to be maintained for 7 years.
   » Interact with the public via face to face, telephone and email contact. The person in this position interacts with a variety of internal and external customers. The employee is expected to be familiar with all available resources to assist external customers when information is sought and communicate with internal and external customers via oral and written communication at a professional level, which includes composition and execution of memos and letters. Verbal communication must accurately relay University and Student Health policies.

Insurance Management
   » Provide leadership abilities in the development and delivery of the SHIP and service delivery of the University Insurance Plan.
   » Assume full responsibility for all aspects of the Student Health Insurance plans policies and procedures by gaining a thorough knowledge of the insurance plans and concepts, vendors, contracts, bid process, and service delivery for the Student Health Insurance Plan.
   » Responsible for the marketing activities for Student Health Insurance Plan (SHIP) that include US Postal mailings to all new and incoming students/parents and e-mails to all returning students followed by e-mailing on a regular basis until the end of the waiver period.
   » Other marketing activities include the development of posters, banners, flyers, postcards and social medial sites.
   » Responsible for the coordination and balance reconciliation of all EHR patient charges.
   » Reconciliation of patient accounts consists of various forms of payment such as: cash, check, credit card, charge to student account, insurance, or interdepartmental transfers.
   » Take an active function in the implementation, advising, and maintenance of 3rd party billing at SHS.
   » Retrieve patient charges from the EHR for Athletic, Campus Living, Student Rights and Responsibility, and Campers departments.
   » Compile monthly reports of outstanding charges, bill department via Interdepartmental Transfer (IDT), receives payment back.

Medical Record Review and Coding
   » Reviews all medical documentation connected with patient services rendered at Student Health Services; to include evaluation of documentation for completeness, documented support for the selection of diagnosis, procedures, and/or HCPCS codes.
   » Ensures the proper assignment of ICD-10-CM, CPT-4 and HCPCS codes.
   » Researches and stays abreast of published guidance and/or revisions for all coding conventions applicable to their service areas, to include federal, governmental, and commercial/third party payors.

Revenue Cycle/Accounts Receivable
   » This position is an essential part of the revenue cycle. By analyzing reports, this position can identify coding and denial trends within the respective Student Health service area.
   » Provides feedback, training and/or educational material to provider staff regarding coding/denial trends.
   » Makes recommendations for electronic claim edits that will enhance revenue cycle operations and prevent compliance issues.

Minimum Education/practice High school diploma or equivalency and one year of related office practice; or equivalent combination of training and practice.

License or Certification required by statute or regulation None
