Job Summary University Human Resources (UHR) is seeking a salaried Academic Wage: Classification & Compensation Consultant. This is a full-time (1.00 FTE), 12-month, fixed-term position.

This position will be used to backfill for those in UHR supporting the Administrative Modernization Project (AMP) and is anticipated to last for one to two years; however, staffing needs may dictate flexibility in the appointment's duration.

The Classification & Compensation Consultant collaborates with HR Strategic Partners, Employee & Labor Relations, Talent Acquisition, the HR Service Center, and other HR leadership abilities to provide coordination of classification and compensation functions university-wide. The Class & Comp Consultant is responsible for advising, coaching, consulting, and providing technical advice to employees, leadership abilities, and unit administrators in the interpretation and application of rules, bargaining agreements, policies and procedures related to classification and compensation; evaluating position descriptions for appropriate appointment type; FLSA determinations; and assistance with the maintenance of university classification and compensation structures and systems.

Key Responsibilities 40% POSITION CLASSIFICATION
Review and approve the establishment of new Classified, Professional Faculty, and Academic Faculty position descriptions. Ensure that position descriptions promote an inclusive environment and consider how different backgrounds and perspectives contribute to the function. Determine correct position allocation and/or assignment within the appropriate classification and compensation structure. Review and effectively recommend actions for classified positions including appropriate appointment type and employment class.

Partner with HR Strategic Partners, unit managers, and the HR Service Center to review and update existing position descriptions, and assure that accurate data is communicated and transferred to downstream process partners.

Review position descriptions to determine whether exclusion from bargaining unit criteria is met and documented to determine appointment type.

Review positions to determine FLSA status in compliance with federal requirements. Audit positions for FLSA status changes, including all tests for FLSA; take action to ensure appropriate designation and communicate changes to employee and management.

Partner with members of the HR Strategic and Technical Services team to ensure position and job titles are set up and entered into university data management systems and databases correctly; assist in development of working procedures and process for HR Service Centers to ensure all Job Titles are updated accurately in the Online Position Description System and Banner EDS.

40% COMPENSATION ADMINISTRATION
Perform compensation functions and responsibilities within established guidelines and policies. Review and approve classified extra meritorious increases; Information Technology (IT) compensation plan increases; in-hire income rates above Step 1 of the compensation plan; out-of-cycle individual classified employee income increases; work-out-of-classification compensation requests; differentials and special qualifications pay; and vacation cash out and payment requests. Assist with the administration of negotiated SEIU income changes for classified employees, including step approvals or increases, income selectives, and COLA's.

Review, analyze, recommend, and approve requested starting rates for professional faculty and academic faculty employees; administrative stipends; merit, equity, and other off-cycle increase payments.

Conduct review and analysis of income or compensation actions to maintain compliance with the Oregon Equal Pay Act. Identify appropriate comparator groups of positions at OSU performing work of comparable character. Establish and communicate recommended starting rates to maintain internal equity for positions determined to be performing work of comparable character. Educate hiring managers and other stakeholders involved in compensation decisions on equitable pay practices, highlighting the importance of pay equity, transparency, and equal opportunity for all employees, and ensuring that pay decisions are located on job-related factors.

15% - COMMUNICATION AND TRAINING FACILITATION:
Monitor, respond, or appropriately distribute communications from the Position Descriptions email Inbox.

Generate and distribute communications to individual employees, managers, managers, or senior leadership abilities about upcoming changes and implementation of classification and compensation initiatives, policies, or procedures as requested.
Develop and compose various types of communication and training materials in support of the overall communication strategy plan for the OSU classification & compensation system or related subjects. Ensure that training and communication is inclusive and accessible for diverse groups of individuals.

Present training sessions to campus community on organizational charts, position description development, position allocation, or other related topics as necessary.

Assist in the development and delivery of training for campus in the use of the classification & compensation and competency level project tools and systems.

5% COLLECTIVE BARGAINING
Research needs and requests from the assigned college/departments regarding labor relations matters and prepare collective bargaining proposals located on the college/department needs for submission to UHR. Attend and make presentations, as requested, during bargaining to represent college/department position(s) on specific bargaining proposals. Attend confidential meetings for strike planning and preparation; carry out any assigned responsibilities for business continuity planning in the event of a strike. Assist ELR in completing employee transfers and placements prior to layoff initiation and during the layoff process.

What You Will Need
   » Bachelor's Degree in Business, Human Resources or a related field.
   » One year of practice working in a Classification and Compensation function or directly related practice as a HR Generalist working in cross-functional teams, multicultural environments, or diverse industries.
   » capability to analyze data from diverse sources, draw conclusions, evaluate equity implications and make appropriate recommendations and use critical thinking to deal with problems.
   » capability to use excellent communications expertise, both written and verbal, along with active listening and cultural competence expertise in order to anticipate, understand, and respond to customer needs in a positive, confidential, and sensitive manner.
   » capability to engage respectively with a diverse group of customers and stakeholders.
   » practice using Microsoft applications (Word, Excel, etc.) and familiarity with database and reporting tools.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must prosperously complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
