This recruitment will be used to fill one full-time Fiscal Coordinator 2 position for the Division of Research and Innovation at Oregon State University (OSU).


This position reports to the Fiscal agent in the Division of Research and Innovation (DRI). This position will collaborate with personnel across all teams in the DRI. Under the supervision of the Fiscal agent, the Fiscal Coordinator 2 will provide general, highly detail-oriented fiscal support to the Research Support Services (RSS) units under DRI. The position provides focused analytical support to the RSS and DRI leadership abilities Team and to department heads/directors/unit leaders and researchers by working with large amounts of data and multiple complex system processes.

The Division of Research and Innovation supports OSU's commitment to engaging in exceptional research by collaborating with faculty, staff, and students to facilitate ethical research, ensure regulatory compliance, and support the University's strategic plan: Prosperity Widely Shared . This position interacts with personnel in Research Support Services, Office for Sponsored Research and Award Administration (OSRAA), other Division of Research and Innovation units, as well as other campus personnel involved in research administration. This position will collaborate with Controller's Unit, College/Center/Department leadership abilities, and principal investigators to ensure timely, compliant, and accurate information specific to sponsored research. Position will collaborate with researchers, university administration and external agency officials within complex institutional settings. The position may provide focused analytical support to RSS and DRI leadership abilities by working with large amounts of data and multiple complex system processes. In addition, the incumbent is expected to provide excellent customer service and assistance to OSU's faculty with a positive, partnership focused approach to relationship building both inside and outside of OSU. The Fiscal Coordinator 2 will participate in process improvement work groups. This may include providing input and assistance in streamlining processes of financial records/reporting for RSS units as well as collaborating with other units on campus.

Under the supervision of the Fiscal agent, Fiscal Coordinator 2 will be responsible for superviseing the administration of sponsored awards (post award), and financial reporting and analysis for Research Support Services. These tasks will include fiscal management of sponsored projects, reconciling accounts, financial report preparation, working with principal investigators and leaders in reviewing accounts and planning future projections, processing award adjustments, final cost auditing and closing. This position is expected to review award guidelines and specific award terms and provide financial information to Office of Sponsored Research Award Administration (OSRAA) and occasionally to granting agencies in a variety of formats, as required by sponsors. This position will also provide financial reporting, analysis, and strategic planning for Research Support Services units, which will include working with large amount of data and multiple complex system processes.

Key Responsibilities 55% - Financial Analysis and Reporting
   » Assists in the preparation of sponsored research proposal budgets and budget justifications.
   » Provides quarterly budget analysis and explanation of variances as requested by the Fiscal agent and Associate Vice President for Research Administration, Finance & Operations.
   » Monitors, reconciles, and recommends solutions for research project expenditures to ensure transactions and adjustments are accurate, and reports on significant deviations. Use Excel, BennyBuy, Concur, OnBase, Banner, Tableau, Grant Reporting System, Jaspersoft, and CORE.
   » Prepares financial analysis, financial projections, and reports as requested by the Fiscal agent and Associate Vice President for Research Administration, Finance & Operations and unit leaders. Prepares standard and nonstandard financial analyses/reports and reviews for accuracy and completeness in conjunction with university, state, and federal accounting and auditing standards.
   » Conducts/coordinates special ad-hoc reports requested by DRI and RSS leadership abilities, financial, and accounting-located projects and other tasks as assigned by the Fiscal agent, Associate Vice President for Research Administration, Finance & Operations or requested by the Associate Vice Presidents for Research. Provides backup support for the Associate Vice President for Research Administration, Finance & Operations, including but not limited to research-wide quarterly reports, unit level reports, ad hoc reports, and specific reports as needed for upper management decisions.
   » Provides support to RSS units with coordinating pre/post award budget/financial activities as needed. Responsibilities include technical and administrative financial support for grant/contract and funds administered by the RSS.
   » Post Award Accounting: Oversight, Analysis & Reporting - Provide accounting oversight for sponsored projects, with a specific focus on complex financial issues that may arise during the award period or closeout. Ensure award compliance with performance period, budget, billing procedures, cost allowance, and other terms and conditions, including cost share and program earnings reporting requirements. Monitor and track that revenue and expense transactions are correctly and appropriately posted. everyday review and approval of purchase orders, journal vouchers and labor re-distributions. Could be responsible for preparation of journal entries and labor distributions. Review, analyze, and resolve outstanding reporting and transactional issues. Utilize various system reports and tools to prepare quarterly, annually, closing, and other required reports. Apply advanced accounting theory, with layers of compliance and policy regulation, and sponsored project terms and conditions to project monitoring and reporting. Analyze financial activity for adherence to award terms and conditions, Generally Accepted Accounting Principles (GAAP), budgetary compliance, and performance period. Communicate guidance and recommendations to principal investigators to prevent out of balance or compliance situations in project budgets and/or accounting.

20% - Business/Administrative Operational Support
   » Pre-Award Development support -Typical tasks may include reviewing award request for proposal guidelines and verifying submission compliance, grant budget and budget justification preparation, working with potential sub awardees in budget submission, preparing cost share commitment letters, gathering institutional animal care use and committee (IACUC) and Institutional review board (IRB) required information, and other required sponsor forms. Collaborate with external units to participate in RSS proposals. Work with OSRAA, OSU Foundation, and ARF Foundation to deal with fiscal and other challenges connected with timely submission of proposals to various granting agencies, and organizations. Advising principal investigators on sound fiscal and human resource decisions related to proposal development.
   » Works with the Controller's Unit to ensure invoices, journal vouchers, and labor distributions are completed in a timely manner and ensures accuracy of indexes and funds used. Enter journal vouchers in Banner for approval as needed. Prepare labor distribution forms and routes for approvals. Reviews quarterly PAR Forms, make needed corrections, and route for signatures.
   » Creates and maintains standard operational procedures for the RSS and RSS units' budget and reporting processes and specific Pre & Post award processes.

10% - Research Support Services Operational
   » Anticipate and communicate developing problems and recommend timely solutions that offer minimum disruption to project progress. Will work closely with others to facilitate timely and accurate submission of new sponsored awards, financial reporting, meet deadline-driven deliverables, resolution of sensitive or complex policy and administrative issues, and project closeout.
   » Collaborates with the Controller's Unit on the submission of all accounting/finance transaction processing.
   » Maintains standard office operating procedures and recommends improvement changes when necessary.

10% - Financial Reporting and Major Fiscal Deadlines:
   » Maintains expertise of financial policies, generally accepted accounting and financial principles, fund accounting requirements and other regulatory requirements required to accurately perform assigned tasks relating to DRI and RSS efforts. Collaborates with the agencies, sponsors, Fiscal agent and the Associate Vice President for Research Administration, Finance and Operations, and Controller's Unit on annual state budgets needs to meet sponsored research required cost share commitments.
   » Sponsor project closeouts - Ensure timely and compliant administrative closeout of sponsored projects - meeting all administrative, fiscal and compliance requirements according to applicable policy, guidance, and the terms of the award. Review and interpret contract language and sponsor regulations for specific terms and conditions related to project closeout. Analyze administrative, budget, and financial compliance to ensure the overall conformity to award terms. Communicate and advise principal investigators, and OSU stakeholders of the closeout requirements, deliverable deadlines, and any other information necessary to ensure the appropriate closeout of projects. Complete financial adjustments to balance projects in Banner FIS. Engage with principal investigators to ensure that all final reporting and project deliverables are satisfied.

5% - OTHER tasks AS ASSIGNED

What We Require
Twenty four (24) quarter, 16 semester or 240 clock hours of accounting courses and three years of *accounting practice; OR a CPA or PA certificate and three years of *accounting practice. *Accounting practice must include at least 8 of the following: creating policies and procedures for fiscal operations; assuring that accounting system reflects program/agency operations; analyzing impact of regulations/changes on accounting budgeting systems; assuring fiscal transactions comply with accepted accounting practices, policies, and procedures; formulating and recommending corrective actions as well as accounting system improvements; developing and monitoring system generated reports; preparing and distributing a variety of fiscal reports; applying computer spreadsheets and accounting software; responsibility for an organization's total accounting functions; expertise of governmental and fund accounting; analyzing and interpreting financial data; applying audit standards to internal procedures; communicating technical material orally and in writing; solving accounting system and application problems; preparing budgetary and GAAP financial statements; ensuring compliance with federal/state laws and administrative policies. All courses must be from accredited colleges, universities, or private vocational schools.Transcripts must be submitted for all required and/or related courses.
