Minimum Qualifications

Required:
   » Master's degree with major course work in Education, Business, Public Administration or related field from a regionally accredited institution
   » At least six (6) years of progressively responsible practice, including three (3) years in a senior management position working in continuing education, workforce development, economic development, and/or a training program
   » Evidence of leadership abilities in developing innovative strategies to support program development, success, and increased market share required
   » Demonstrated capability to interact and communicate effectively with diverse constituencies
   » Possession of and capability to maintain a valid driver's license
Special Requirements:
   » Must pass all screenings required and administered by MCC and Bertie Correctional in order to gain and maintain eligibility to execute work within Bertie Correctional

 

Preferred Qualifications

Preferred:
   » practice working in a North Carolina Community College
   » Background in workforce development, economic development, training, and/or continuing education

 

Position Description

Position Summary
Under limited supervision the Vice President (VP) for Continuing Education/Workforce Development plans, directs, and reviews the activities and operations of the division. Responsible for assessing the need, providing leadership abilities and ensuring that appropriate training programs and classes are provided to meet community needs. Will assess instructional programs and course development and ensure regulatory program compliance; provides information to the Board of Trustees; coordinates assigned activities with other divisions, departments and outside agencies; provides leadership abilities for the division. Exercises supervision over instructional, professional, technical, and clerical staff. Position reports directly to the President.
Essential tasks and Responsibilities
   » Develop, plans, implement and administer goals, objectives, policies and procedures regarding the division's function including all non-credit programs; ensure that the functions meet the goals and objectives of the College and the needs of the students and the community.
   » Coordinate with Vice President for Academic Affairs to determine credit and non-credit program offerings; collaborate with the Bertie Campus Associate Vice President to offer, recruit, promote, and administrator continuing education/workforce development programs, services, and activities on the Bertie Campus.
   » Participate in the President's Council in policy and procedure development and be responsible for implementation of policies and procedures.
   » Develop business relationships with business and industry partners; coordinate and deliver training solutions for courses, seminars, and workshops; develop. marketing strategies for programs; participate in the development of advertising for these programs; coordinate and set up approved training courses; recruit and select trainers; promote training classes; evaluate program effectiveness; assess instructional and resource materials, supply, and equipment needs for workforce training services.
   » Provide vision, leadership abilities, and supervision of continuing education program areas including Fire Training, EMS Programs, Human Resources Development (HRD), Prison Education, College and Career Readiness (CCR), Apprentice Line Technology, Healthcare Programs, Basic Law Enforcement Training (BLET), Small Business Center (SBC), Occupational Extension/Self-Supporting, Customized Training, and NC Apprenticeship Programs.
   » Ensure quality program offerings by promoting innovation utilizing effective delivery technologies.
   » Establish and monitor program evaluation systems and procedures; supervise and ensure compliance of all programs with the regulations/laws of the NCCCS, State, Federal, local jurisdictions, and accrediting agencies.
   » Direct the development and administration of the department budget; forecast the funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures and requisitions.
   » Directly supervise, manage, and carry out activities for grants awarded to the division or assigned to the division by the President to ensure compliance with grantor's expectations and reporting. Manage grant budget. Submit all grantor reports by the reported due dates. Collaborate across campus divisions to carry out grant activities and to ensure accurate reporting.
   » supervise, manage, and coordinate occupational extension classes, literacy projects and programs, self-supporting classes, customized training.
   » Serve as the contact and supervise the NC Apprenticeship Program.
   » Review, approve and sign contracts for part-time instructors instructing in non-credit programs.
   » Serve as the Senior Liaison for Bertie Correctional Institute (BCI); collect and distribute data significant to instructional programs in correctional facilities.
   » Participate in higher learning professional development opportunities as well as others identified by the President to stay abreast of best practices to assist in maintaining a significant and competitive MCC Continuing Education/Workforce Development division.
   » Participate within the community as a representative of the College on local boards and initiatives that align with the College's mission and strategic plan; interact with local, regional, and state legislators for the support of the College and community.
   » Provide staff support to a variety of committees and boards; research and develop recommendations related to division activities of the College.
   » supervise, review and evaluate satellite campuses.
   » Participate in annual and strategic planning for the College.
   » Participate in divisional graduations and ceremonies.
   » Make recommendations to the President concerning the employment of division personnel.
   » Coordinate and supervise the Internal Continuing Education Audit of the College.
   » Represent the College in local, state, and national professional organizations and establish linkages with appropriate local, regional, and state resources and agencies, and public groups.
   » Other tasks as assigned.
