Job Summary The Office of Audit, Risk and Compliance is seeking a Senior Auditor (CIA or CPA) . This is a full-time (1.00 FTE), 12-month, professional faculty position. Appointment at the Senior Auditor level is anticipated; however, appointment at the Staff Auditor level may be considered depending upon the qualifications of the prosperous candidate.

The goal is to fill this position at a senior auditor level. However, we encourage candidates who meet the minimum educational requirements but not the practice and/or certification requirements to apply as we may consider the position as a Staff Auditor until the selected candidate meets the practice and certification requirements for a Senior Auditor. The Office of Audit, Risk and Compliance (OARC) strives to maximize the resources deployed toward the core academic, research, and public service missions of the university by identifying ways to promote efficient and effective processes. The OARC also seeks to continually improve the productivity of the Oregon State University (OSU) learning and work environment by promoting compliant and ethical practices that reinforce the university's core values of accountcapability, diversity, integrity, respect and social responsibility. The OARC is supervisen by the chief executive of audit, risk and compliance (CEARC) who reports administratively to the president and functionally to the chair of the Executive, Audit and Governance Committee (EAGC) of the OSU Board of Trustees. The internal audit (audit) function within the OARC provides independent, objective assurance and advisory services designed to add value and improve university operations. Audit helps the university accomplish its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, internal control and governance processes.

OARC internal audit activities may include work performed by internal audit staff and work co-sourced with external consultants. Co-sourcing may be utilized for assurance activities to support internal resource constraints or when topic areas under review require specialized skills or support. The OARC currently utilizes a co-source model for audits involving athletics compliance and capital construction project reviews.

The senior auditor reports to the deputy chief executive of audit and risk (deputy) and is responsible for performing and leading audit engagements at OSU. Depending on their areas of skills, the scope of the engagements may include financial, compliance, operational, information technology, and fraud reviews as well as other special projects, investigations and consulting projects. The senior auditor may also be assigned responsibilities to manage assigned co-sourced internal audit work. This may include vendor selection, management and coordination with internal stakeholders.

The senior auditor may work both independently and within a team through all audit phases, from risk assessment to report writing and management consultation, applying practice and sound judgment to identify potential risk and internal control concerns. The senior auditor supervises students or auditors directly assigned to projects the senior auditor is leading. The senior auditor maintains open and timely communication between the OARC and the client management. The senior auditor provides training and consultation to campus staff regarding internal controls and mitigation strategies as needed. The senior auditor may periodically be assigned to work under the CEARC to assist with other OARC activities and special projects to support an array of audit, risk and compliance needs at OSU.

Key Responsibilities 80% Audit Examinations and Special Projects/Investigations:
The senior auditor's primary responsibility is to lead and perform independent reviews and evaluations for assigned audits and special projects/investigations in conformity with current professional and OARC standards.

The senior auditor's tasks and responsibilities will include the following:
   » Conduct research and interviews to gain an knowledge of current and best practices, rules and guidance of areas assigned for audit or investigation.
   » Identify areas of potential risk to the institution or department, evaluating their significance for audit planning purposes (cost versus benefit of audit project, scheduling, and level of skills to provide quality service).
   » Prepare preliminary audit or investigation plans, programs and objectives in conformity with the Institute of Internal Auditor (IIA) Global Internal Audit Standards (Standards) and OARC procedures for review and approval by the deputy and CEARC.
   » Lead the entrance conference to discuss scope, timing, and audit issues with management.
   » Complete detailed audit or investigation procedures and working papers in conformity with the audit or investigation objectives, professional standards and the OARC policies and procedures manual. This may include conducting interviews, performing walk-throughs, reviewing policies, and testing procedures.
   » Utilize data analytics software as part of the audit or investigation procedures.
   » Determine the adequacy and effectiveness of the system of internal controls and the efficiency with which activities are carried out. Obtain sufficient documentary evidence to support audit or investigation conclusions and recommendations in conformity with IIA and OARC standards and policies.
   » Recognize deviations from generally accepted accounting principles, COSO, OSU policies and procedures, and good business practices.
   » Engage diverse perspectives as a part of the initial research process, recognizing and covering gaps and biases in existing research and audit preparation.
   » Keep audit client and OARC management informed of audit or investigation progress and status on a regular basis.
   » Maintain budgetary control of work hours spent on the audit engagements. Monitor the schedule of budget versus actual hours. At the conclusion of the audit, the senior auditor documents all major variances.
   » Prepare the initial and final drafts of the audit or investigation report, which formally documents the scope of the engagement, the auditor's opinion, and recommendations to strengthen internal controls and improve operating efficiencies. Submit all draft and final reports and work papers to the deputy for review.
   » Lead the exit conference to present findings and recommendations to unit/department management and senior leadership abilities.
   » Coordinate the receipt and review of management responses to report recommendations and evaluate the adequacy of management's corrective actions to ensure they are adequate, reasonable, and responsive to the concern noted.
   » Perform follow-up procedures of open recommendations to determine whether management actions have been put in place to mitigate the risk(s) identified. Document and prepare draft report of the results of follow-up procedures for submission and review by the deputy.
   » Develop effective working relationships with institution management while maintaining professional ethics, standards, and focus on common goals of continual improvement and achievement of objectives.
   » For assigned co-sourced internal audit engagements, the senior auditor's tasks and responsibilities include the following:
   » Manage consulting and audit engagements with external vendors, including but not limited to audits over construction projects and athletics.
   » Develop the scope of work to be performed, collaborating with campus units as appropriate.
   » Ensure the scope of external audits/reviews, provides guidance to the campus to mitigate, or at least minimize, the risk to the university.
   » Coordinate solicitation efforts for informal or formal proposals in conformity with procurement standards and policies, including a process to: identify, recommend and solicit potential vendors; receive responses; assess proposals with campus partners (if applicable); and make final recommendations for approval.
   » Prepare final contract details for the selected vendor for review by the deputy and final signature and approval by the CEARC and OSU procurement staff.
   » Manage contract coordination and relationships with external vendors to ensure that the scope of work is completed timely and in conformity with the contract provisions.
   » Coordinate communications between the vendor and the university.
   » Recognize and resolve or escalate any deviations from generally accepted accounting principles (GAAP), the COSO internal control framework, OSU policies and procedures, and good business practices.
   » Maintain budgetary control of work hours spent on the audit engagements. Monitor the schedule of budget versus actual hours.
   » Attend entrance/exit conferences with the deputy to discuss scope, timing, and audit findings.
   » Complete assigned projects and research within established timelines.
   » Work with deputy and CEARC to receive final approvals and signatures on scopes of work and contracts, to share audit progress and findings, and to escalate areas of non-performance or other performance concerns.

15% Other:
The senior auditor has additional general responsibilities and expectations. These include the following:
   » Foster continued development of effective professional relationships with university management and staff. This may include representing the OARC in various consulting engagements, meetings, trainings, and committees (including serving as committee chair), as assigned by the deputy.
   » Pursue an OARC-approved program for continuing education in conformity with expectations included in OARC office manuals. This may include attendance at on-campus and other significant professional development events, review of trade literature, and internet research to stay informed on university operations and the broader compliance environment, technical accounting and audit topics, general information technology topics, and government pronouncements.
   » Identify and implement projects to develop and improve office policies and procedures. Complete assigned projects and research within timelines established with the deputy or CEARC.
   » Assist with recruiting OARC staff.
   » Support progress in the elimination of past and present discrimination and advance the university's equity, diversity, and inclusion goals by complying with policies, procedures, and practices that promote affirmative action, equal opportunity, and diversity.
   » Perform other tasks as assigned by the deputy or CEARC.

5% managery:
The senior auditor may be assigned staff auditors or student interns on specific audit or investigation projects. The senior auditor will be responsible for providing oversight and supervision of staff or student auditors assigned for projects. This includes everyday direction, guidance, and routine evaluation of work product and performance to promote staff and student development, with a focus on equal opportunity.

   » Bachelor's degree in accounting or related business field from an accredited four-year college or university.
   » Proficiency in financial accounting principles and techniques.
   » capability to apply generally accepted auditing standards, IIA Code of Ethics and the Institute of Internal Auditor (IIA) Global Internal Audit Standards (Standards), as well as other authoritative guidance contained in the Standards.
   » Strong, effective written and oral communication skills and a demonstrated capability to communicate effectively with audiences from diverse backgrounds and with different communication styles.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must prosperously complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must prosperously complete a motor vehicle history check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.

Senior Auditor Specific:
   » A professional auditing or accounting certification such as certified internal auditor, certified public accountant, certified information systems auditor, or certified fraud examiner.
   » A minimum of three years of auditing practice.
Staff Auditor Specific:
   » Candidate for Certified Internal Auditor (CIA) or Certified Public Accountant (CPA) certification. Progress required towards certification within six months of hire date. continuing, demonstrated progress required with final certification obtained within two years of hire date.
