Organizational Unit Overview The Office of Environmental Health and Safety (EH&S) is responsible for development and administration of ECU's comprehensive Environmental Health and Safety program for the entire University including the Main Campus, Health Sciences Campus (including West Research Campus) and all outlying areas (local and regional locations) owned/operated by East Carolina University. Information technology is the goal of the Environmental Health and Safety Office to provide a campus work environment free from occupational and environmental hazards and to promote safe work practices through program management, training, staff development, and providing resources for faculty, staff, students, patients and visitors. Activities are geared primarily towards avoidance and control of occupational hazards, environmental management and emergency management through safety education and voluntary compliance rather than enforcement activities. EH&S audits and advises departments concerning actions necessary to prevent or abate health, safety, environmental and emergency preparedness deficiencies and maintain compliance with applicable local, state and federal occupational health and safety regulations.

Job tasks The Emergency Manager has primary responsibility for the emergency management and disaster resistance program for all ECU campuses. This position will work independently and as part of a team to support the development and implementation of the university's emergency management and business continuity programs. The position will be responsible for the coordination of all emergency management activities including development, implementation and review of emergency and disaster plans, procedures, communications and training. The position will be directly involved with all four phases of emergency management including mitigation, preparedness, response and recovery. This position will serve in a primary leadership abilities function during emergency management events. This position is considered an Emergency Employee as defined in the ECU Adverse Weather Guidelines.

PROFESSIONAL KNOWLEDGE
Ensure that university-wide disaster plans are in conformity with industry practices and federal, state, UNC System and local guidelines. Through in-depth knowledge, this position serves as the ECU subject matter expert in emergency management and business continuity and is a credible and effective advocate for strategic planning and priorities identified. Must be able to apply this knowledge to varying situations that may arise as part of the unique university teaching, research and residential environment. Information technology is imperative that this position stay current on emergent trends within the profession as well as industry standards and legislation.

PROGRAM MONITORING AND ADMINISTRATION
Plan, manage and expedite all aspects of the emergency management and business continuity programs including mitigation, preparedness, response, and recovery activities. Conceptualize, create and maintain emergency plans and procedures and test these plans by preparing, conducting, and facilitating disaster drills and exercises for university responders and the ECU community. Supervise and direct emergency management/business continuity personnel in priorities that further the mission of the program. Analyze data and recommendations to determine relevancy to ECU as well as assessment of recommendations, selecting those that offer the greatest benefit to the program. Prioritize program and resource needs given the current funding level and strategic direction of the program. Serves in a primary leadership abilities function during emergency management events.

TRAINING AND EDUCATION
Conduct emergency preparedness training and outreach activities for the ECU community. Design, schedule and facilitate emergency drills and exercises according to HSEEP guidelines and the unique needs of the ECU community. Prepare and analyze after action reports and manage tasks to completion from exercises and assessments to further refine ECU's emergency response capabilities. Provide oversight and facilitate testing and maintenance of university ALERT system.

EMERGENCY MANAGEMENT AND BUSINESS CONTINUITY COMPLIANCE
Conduct occasional compliance audits and inspections as well as broad compliance checks of written plans in consideration of federal and state guidelines. Perform self audits and work as part of audit teams to determine program effectiveness. Assist in emergency management and business continuity aspects of Information technology disaster recovery and security threats and response. Monitor weather continuously and provide regular updates to key EM team members and community during times of severe weather and assist ECU Police in managing large events like football games, commencement, etc. Coordinates, schedules, and leads Hazardous Weather Response Team meetings as needed for severe weather incidents.

COMMUNICATIONS
Routine written and verbal communications to both on and off campus constituents and partners, as well as crisis communications are essential to this position. This position will build relationships and create written plans, marketing materials, press releases and presentations. Work closely with other departments to coordinate communications methods available. Lead or serve on a variety of campus and community committees including the LEPC, Crisis Policy Team, Emergency Management Team and Campus Safety & Security Committee, making presentations and recommendations as necessary.

Contingent upon availcapability of funds.

The scope of this position requires being available, except while on approved leave, twenty-four hours a day/seven days a week via communication devices in order to respond to emergency situations. This position may require occasional evening and weekend work; is designated as a mandatory employee and may be required to report to work as scheduled when University offices are closed due to severe weather or other emergency incidents.

Minimum Education/practice Bachelor's degree in a physical science, biological science, environmental science/engineering, occupational safety, industrial technology or related discipline; or equivalent combination of training and practice. Some positions may require additional training, certifications, or licensure. All degrees must be received from appropriately accredited institutions.

License or Certification Required by Statute or Regulation N/A

Preferred practice, expertise, Training/Education Prefer Masters Degree in Public Administration, Emergency Management, or other related field and at least 5 years of directly related practice. Prefer CEM certification or intent to pursue certification within the next 12 months. Prefer ICS/NIMS training through 400 level. A firm knowledge of emergency management is preferred, including the principles of planning, mitigation, response and recovery. capability to build and maintain excellent relationships with partners both within and outside the ECU community, on a local, state, UNC System and national level. capability to prepare written plans with minimal administrative support and guide exercises and drills. Excellent written and verbal communication expertise, being able to prepare reports, plans and presentations for a wide audience from staff members to senior administration. Able to manage an emergency operations center and lead the Crisis Policy Team and Emergency Management Team as needed. Capable of assisting departments in preparing business continuity plans.
