Job Summary The Department of Capital Planning & Development is seeking up a Construction Manager. This is a full-time (1.00 FTE),12-month, professional faculty position.

University Facilities, Infrastructure and Operations (UFIO) supports Oregon State University's land grant mission by:
   » superviseing the design and development, land use planning, real estate, and space management needs for the university's built environments.
   » Designing, constructing, maintaining, and supporting safe, comfortable, sustainable, and efficient facilities.
   » Providing safe, sustainable transportation programs and services.
   » Providing excellent customer service for the university.

This position is part of UFIO Capital Planning and Development team (CPD) whose purpose is to design, construct, protect, repair, maintain, and preserve the physical facilities and utility systems of the University. CPD provides timely, cost effective, and professional services that enhance the instructional, research, and service goals of the University. This position actively works to carry forward the aspirations, goals, and objectives of the University strategic plan, supports and advances the mission, vision, and values, and employee expectations that are in place to help create a productive and prosperous work environment. This position is expected to foster and promote the values of diversity, equity, and inclusion and demonstrate a commitment to inclusive excellence in their work.

The purpose of this position is to supervise construction administration and to support the planning, design, and construction of capital and non-capital projects at OSU with project costs ranging from ten-thousands of dollars to multimillion-dollars, consistent with level of practice. The position directs and manages the everyday construction activities and project coordination among University's units, consultants, and contractors. Construction administration may involve new construction or renovations which result in the protection, repair, maintenance, and preservation of the physical facilities and utility systems at OSU.

This position will interview, hire, supervise, and terminate design consultants, construction contractors, and supervise staff to execute the project work. This position will represent OSU at project meetings with City and County officials, manage project records such as permits, change orders, project contracts, and purchase orders. Information technology will also provide on-site consultation and inspection of work performed. This position may also provide support for non-construction related projects. Such work may include creation of studies, reports, or design for projects for future capital projects or connected with other university initiatives.

This position is required to work and have access to buildings at OSU, using a master key; and requires driving a university vehicle in order to visit job sites.

Key Responsibilities The Construction Manager is responsible for supporting the planning, design, and construction of capital and non-capital projects for Oregon State University. The size of these projects could range into the multimillions. This position directs and manages the everyday construction activities and project coordination among Facilities Services units, hired consultants, and contractors.

75% CONSTRUCTION MANAGEMENT AND PROFESSIONAL SERVICES
   » Serves as the primary University contact between University's units, project stakeholders and end-users, consultant, and contractor.
   » Provides quality control inspection and closely coordinates with local building officials regarding latest code requirements.
   » Reviews and recommends disposition of all contractor payment requests.
   » Responsible for making recommendations and assisting in the administration of the construction budget.
   » Manages design work of professional architectural and engineering consultants.
   » Reviews and resolves with Project Manager and the Project Architect or Engineer matters relating to contract changes.
   » Reviews architect, engineer, and contract requests for payment.
   » May recommend changes to the construction project and review validity of other proposed changes.
   » Reviews construction project change requests to ensure compatibility with user needs, design standards, and intent of contract. Negotiates change order prices with the contractor to fit budget parameters and be consistent with construction market conditions.
   » Responsible for ensuring all ?punch list? items are properly corrected prior to final payment.
   » Responsible for arranging and ensuring that all warranty work is performed. Prior to expiration of warranty, checks the building with Building Manager and appropriate Facilities Services personnel to determine whether warranty work is required.
   » Ensures the preparation and maintenance of a master file of project documents, including plans, specifications, maintenance manuals, line diagrams, warranties, and special instructions through the completion of projects.
   » Ensures establishment of safety program applicable to university employees and visitors having access to construction site.
   » Enforces state fire and safety regulations, including keeping fire lanes clear and providing barricades.
   » Coordinates traffic control activities with Campus Police and City of Corvallis.
   » May manage 8-10 projects at any one time and may delegate portions of work to subordinates.
   » Manages interview and selection of consultants, contractors, and staff for design and construction of non-capital projects.
   » Develops initial estimates for non-capital construction and major repair and deferred maintenance projects, approves/rejects design work and budgets.
   » Becomes thoroughly familiar with the requirements of all regulatory agencies and sees that they are properly applied, followed, and achieved.
   » Manages projects in compliance with the Corvallis Campus Vision ad National Historic District guidelines.

25% ADMINISTRATIVE RESPONSIBILITIES
   » Administrative responsibilities include, but are not limited to, becoming familiar with all construction standards, standard operating procedures, policies, and practices set forth for CPD, follow all business rules, standard operating procedures, and administrative practices for work management tasks using the current project management system.
   » Provides functional supervision to staff and direct supervision to student interns assigned to UFIO working on construction projects. Identifies training and educational needs and opportunities for staff and student interns with different backgrounds and practices and arranges for required training. Plans and approves workload.
   » Follows up with staff and interns to ensure that work assignments are completed on time. Provides mentoring.
   » Actively participates in UFIO administrative support as necessary. Ensures administrative responsibilities within CPD are met and are in conformity with directions set by UFIO administrative services unit for data management, website administration, eBuilder implementation, membership on pertinent campus or community committees and developing methods to improve existing policy, processes, and procedures guidelines that effectively leverage or enhance project coordination and communication among key stakeholders.
   » Fulfills all training requirements on an annual basis.
   » Participates in meetings and activities connected with project coordination, campus operations, and UFIO.
   » Other tasks as assigned.
What You Will Need
   » Bachelor's degree in field related to the tasks of the position, such as construction management, architecture, or engineering AND
   » Three (3) years applicable practice with construction, engineering, and architectural related work including design, specifications, project management, construction management, contract implementation, code compliance, sustainable design, and construction practices and related work. OR
   » Eight (8) years' significant practice. significant practice includes activities directly connected with design of buildings and building systems, construction and/or construction management.
   » practice participating on a project team actively managing construction processes.
   » capability to understand and interpret construction documents.
   » Knowledge in the field of engineering/architecture (civil, construction, electrical, and mechanical) and building construction.
   » Knowledge of state and local building codes

This position is designated as a critical or security-sensitive position; therefore, the incumbent must prosperously complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must prosperously complete a motor vehicle history check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
