About Our Agency:
South Carolina ETV (SCETV) is the state's public educational broadcasting network. SCETV amplifies South Carolina voices, provides educational practices, and strengthens communities while working to create a stronger, more connected, and informed South Carolina. SCETV provides national and local content to classrooms via internet services Knowitall.org and PBS Learning Media. SCETV also provides teacher training and re-certification in face-to-face and online settings

JOB PURPOSE:
Under limited supervision, plan, design, and implement information technology, television, and radio engineering projects, with an emphasis on computer-controlled systems and automated workflows. Prepares workflow documents, technical specifications, procurement documents, license and permit applications, and project budgets. Prepares status reports and makes presentations to stakeholders. Works with ETV, other state agencies, schools, and system integrators.Manages and directs all phases of the project life cycle for multiple, high-priority strategic and tactical projects. Plans, designs, and supervises projects from conceptual design and layout to as built. Update documentation all over the entire project life cycle. Organizes and conducts project team meetings. Coordinates change requests with project sponsors and other stakeholders.

JOB tasks:
Research new technologies of value to ETV. Attend and participate in technology and management conferences, trade shows, and seminars.

Control's budget, scope, and schedule to ensure project deliverables, milestones and required tasks are completed as planned. Prepare budgets, prepare equipment selection documents, and prepare workflow diagrams working with stakeholders. Prepare procurement documents and technical specifications for procurement of information technology, television production, post-production, and on-air broadcast and delivery systems while meeting state and agency procurement regulations.

Develops and maintains project documentation all over entire project life cycle, including project charter and detailed project plan.

Work with the on-staff trainer to coordinate and provide training for users on technologies that have been purchased for the agency that have changed or will change that expertise base. Prepare workflow documentation for users related to equipment integration through the various systems at SCETV, including but not limited to acquisition through post-production, and broadcast to air and distribution to the Internet.

Performs and manages performance testing of facilities and equipment systems. Identifies potential problems, change impacts, and risks to projects. Prepares status reports and communicates progress, risks, expectations, timelines, milestones, and other key project metrics to project stakeholders and agency management. Determines, recommends, and implements risk mitigation plans and facilitate problem resolution.

Performs other related tasks as assigned.

Minimum and Additional Requirements

A bachelor's degree and practice managing large projects of moderate complexity and risk.

Preferred Qualifications

Bachelor's of Science in Project Management, Engineering, Broadcasting or Information Services and six years of practice or any equivalent combination of training, practice, and education. PMP certification and Microsoft Project expertise. A valid SC driver's license.
