Job Summary The College of Business is seeking a Volunteer earnings Tax Assistance Program Manager- Extension and Partner Operations. This is a full-time (1.00 FTE), 12-month, professional faculty position.

This Volunteer earnings Tax Assistance (VITA) Program Manager - Extension and Partner Operations (EPO) will be a member of the Oregon State University College of Business. The VITA Program Manager - EPO will report directly to the VITA Program Grant Principal Investigator.

VITA is a collaborative venture between the College of Business, Oregon State University Extension, and the Internal Revenue Service, designed to complete federal and state tax returns for low to moderate earnings individuals and families in Oregon. The VITA program engages with outreach to expand services to under-served communities in all areas of Oregon, both by developing VITA sites in partnership with OSU Extension, and by supporting partner organizations engaged in free tax assistance. VITA is funded by a grant from the Oregon Department of Human Services.

The VITA Program Manager - EPO takes the lead function in designing, building, developing and growing the College of Business and Oregon State Extension partnership in the VITA Program and the continuing management of the VITA staff coordinating day-to-day operations for Extension VITA sites as well as managing staff engaged in supporting partner organizations.

In partnership with the VITA Program Manager - Corvallis Operations, this position will develop strategy and provide a range of planning and leadership abilities to enable VITA program growth and sustainment. The position will involve broad oversight of personnel and operations across Oregon, including VITA site identification and development. The VITA Program Manager - EPO will be accountable for key performance indicators including volunteer engagement and retention, paid staff management and retention, client satisfaction, return preparation time, return volume, and return accuracy rates as they relate to Extension-located, and partner-located, VITA operations. The VITA Program Manager - EPO, along with the VITA Program Manager - Corvallis Operations, and the VITA Principal Investigator form the leadership abilities team for OSU VITA, and work in partnership determine overall program strategy and goals.

50% Program leadership abilities and Operational Management
Leads and manages VITA Program Extension and Partner Operations and collaborates with the VITA Program leadership abilities, team members and partners in executing on all program elements, while assuming a leadership abilities function in the following areas:
   » Supervises and manages VITA staff managing day-to-day VITA site operations for the OSU Extension, Community Partner Sites and Facilitated Self Assistance sites all over the state, including oversight of workers engaged in personnel scheduling, space scheduling and access, client scheduling, client service issues, volunteer satisfaction, quality control, process implementation and other necessary activities.
   » Identifies, establishes and maintains effective communication and working relationships with OSU Extension partners and community-located VITA locations all over the state. Develops relationships with OSU Extension and community partner organizations sharing similar values and serving similar target client communities.
   » Identifies and develops in-person and remote VITA sites across Oregon. Determines staff, space, and equipment requirements for the OSU Extension VITA sites and Facilitated Self Assistance sites, and supervises work to secure these requirements.
   » Develops, implements, and supports working models/processes for VITA success in OSU Extension, and partner organization programs.
   » Works in partnership with the VITA Program Manager - Corvallis Operations, to maintain effective communication with the IRS and ensures compliance with IRS rules and regulations governing VITA site operations, particularly in the areas of VITA worker training and certification tracking.
   » Works in partnership with the VITA Program Manager - Corvallis Operations, to resolve conflicts in policies and guidance from various outside parties, such as the IRS, grantors, the OR DOR, etc.
   » Recruits, selects, manages, and evaluates site coordinators and student workers operating at the OSU Extension VITA sites and Facilitated Self Assistance sites, as well as those engaged in supporting our partner organizations.
   » Designs, supervises implementation, and monitors processes and controls to ensure the accurate and efficient preparation of tax returns at the OSU Extension VITA sites and Facilitated Self Assistance sites. Conducts periodic on-site reviews and regularly monitors progress, financials, and metrics.
   » Participates in fiscal management and funding generation including setting strategy, as well as preparing, managing, and submitting required project reports and budgets.
   » supervises efforts to ensure effective state-wide access and service delivery for the under-served communities that the IRS VITA program aims to serve.

30% Program Planning, Development, and Program Design Coordination
Works closely with the VITA Program leadership abilities team in planning and developing program elements, while assuming an active function in the following areas:
   » Works with the VITA Program leadership abilities to determine training materials needs, creates and improves training materials for VITA personnel and volunteers, as well as facilitating training and tracking training certifications.
   » Works with the VITA Program leadership abilities to disseminate and tailor training materials such that VITA Site Coordinators and VITA volunteers are qualified to operate at VITA sites all over the state.
   » Works in partnership with the VITA Program Manager - Corvallis Operations, to design and improve processes and controls to ensure the accurate and efficient preparation of tax returns.
   » Aids/advises the VITA Program Grant Principal Investigator with planning and implementing strategy for the VITA Program to support program expansion and to increase service equity.
   » supervises work to resolve the technical aspects of providing shared services with other VITA programs in Oregon.

10% Communication and Promotion
   » supervises effective marketing and promotion of OSU Extension and partner VITA program activities, events, and services using effective and significant methods for reach to diverse audiences.
   » Builds relationships with and sense of community and collaboration among VITA sites and partners.
   » Promotes consciousness of VITA programs state-wide to key stakeholders including volunteer and client target audiences with an emphasis on service for traditionally underserved groups.

5% Data Gathering and Reporting
   » Works with team members to identify client data to be collected, develops a program to collect data, supervises implementation of the data collection program, safeguards client data, and reports client data to funding agencies and OSU leadership abilities.
   » Gathers, compiles, and prepares client data and documents in support of internal (within OSU) and significant external (grantor, state legislature, etc.) decision making.
   » Keep records and provide necessary reports to appropriate administrators, including impact reports, statistical reports, reports of accomplishments, and the development of an annual plan of work covering program needs and evaluating the quality and impact of the program.

5% Other tasks as Assigned by the Principal Investigator

   » Bachelor's degree in an area significant to VITA operations, including but not limited to, business related disciplines, sociology/psychology, social sciences, education, technology, or communication.

   » Excellent oral and written communications expertise
   » A minimum of five years of full-time equivalent practice in one or more of the following areas:
   » Governmental or non-profit operations: developing, planning, and implementing programs to improve the wellbeing of the community.
   » Professional client service work, such as public accounting, personal finance, or similar
   » Corporate internal operations work involving tax, finance, or accounting.
   » Professional leadership abilities or managerial work with oversight of individuals and teams, program/project management and fiscal responsibility.
   » practice working effectively with individuals from diverse backgrounds.
   » Demonstrated success working as a member of a collaborative team.
   » Demonstrated commitment to promoting and enhancing diversity.
   » Proficient use of computers, including word processing, generating reports, developing presentations, utilizing email, and searching and retrieving information through the internet.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must prosperously complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must prosperously complete a motor vehicle history check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.

   » practice with community outreach and engagement.
   » practice building and maintaining positive relationships with partner organizations.
   » practice working in higher education.
   » practice working for or coordinating with OSU Extension.
   » practice with tax preparation. Holding an active, retired, or inactive CPA License.
   » Proficient in customer relationship management systems
   » Formal training or certification in Project or Program Management
   » practice with intercultural communications with Black, Indigenous, and Hispanic audiences, including but not limited to bilingual-multilingual practice.
Working Conditions / Work Schedule
   » Occasional nonstandard hours required (e.g., evening and/or weekend site operations and community engagement events).
   » Same day travel within the state of Oregon required. Travel within the United States may be required to provide leadership abilities or management at, and/or to participate in project-related events at a variety of venues.
   » The primary work location for this position is on OSU's campus in Corvallis, Oregon. However, a flexible work arrangement within the state of Oregon may be established via OSU's Flexible Work Arrangement Agreement , with pre-determined periodic reviews of on-going work for continuation of the agreement.
