The Office of Enterprise Project Portfolio Management is seeking a Project Manager. This is a full-time (1.00 FTE), 12-month, professional faculty position.


Oregon State University is actively engaged in several strategic initiatives, including projects that support business processes, information technology, and teaching/research activities. As a member of the Project Manager pool reporting to the Enterprise PPMO Associate Director, the Project Manager (PM) works within the Enterprise Project Portfolio Management Office's (EPPMO) guidance to plan, implement, and monitor complex, enterprise-wide projects and initiatives for OSU. The PM leads development and implementation of complex projects to deal with problems that may have wide impact, requiring high levels of functional integration and involving multiple disciplines to be managed. The PM may manage numerous IT, business, and research/teaching projects simultaneously with an emphasis on Information technology project management. The PM is responsible for designing, planning, implementing, managing, and measuring / tracking success for one or more strategic, complex projects often involving multiple functions, and/or information technologies that serve to enable a variety of business strategies and goals, which can span across the entire University or major portions of it. The strategies and implementations of each project will adhere to EPPMO standards and processes.

The PM provides consultation to units, departments, schools, colleges, key business stakeholders, and external vendors. Under the Enterprise PPMO, this position leads and engages in all aspects of project management, which includes initiation, planning (phase design, risk analysis), execution (implementation, communication, change mgmt., vendor mgmt., risk mgmt.), monitoring and control (budget, scope, timeline, analytics, reporting), and closure (after-action review). advice and consultation to units, departments, schools, colleges, key business stakeholders and external vendors.

The PM will be responsible for prosperous delivery of one or more large-scale, highly complex projects in support of the OSU Strategic Plan 4.0 and the OSU Information technology Strategic Plan, ensuring use of standardized project management methodologies, processes, and tools. Working closely with business analysts, the incumbent will have a working knowledge of business, information technology, and academic functions consisting of an knowledge of data, business processes, applications, networks, systems, and infrastructure, and will leverage this knowledge to effectively support various projects within the scope of business, Information technology and research/teaching projects within the university. The PM is expected to deliver within approved budgets and schedules while maintaining the highest quality standards.

The PM will be expected to plan, execute, and finalize projects according to strict EPPMO processes, deadlines, and within budget. This includes acquiring resources and coordinating the efforts of team members and third-party contractors or consultants in order to deliver projects according to plan. The EPPMO will also define a project's objectives and supervise quality control all over its lifecycle.

Key Responsibilities Project Management (75%)
   » Provide project leadership abilities, management, and coordination of assigned projects with an emphasis on project management.
   » Define and monitor project objectives, scope, and progress against plan by developing complex project structure, preparing detailed project plans and documentation, implementing project management methodologies, building project management infrastructure, and documenting project requirements. Works with Business Analysts (BA) to identify and analyze requirements needed for projects. Research requirements pertaining to specific projects or phases of a project.
   » Develop, organize, complete, and manage requests for proposals (RFP) and requests for information (RFI) with vendors for complex solutions and/or vendor consultations.
   » Deliver data and analysis to support operational, research, and strategic decisions.
   » Develop, maintain, and implement data reports, models, and structures to support business intelligence, and data system integrations.
   » Develop and manage the work breakdown structure (WBS) of assigned projects.
   » Develop project plans specifying goals, strategy, scheduling identification of risk, contingency plans. and allotment of resources for each phase of the project.
   » Conduct business analysis, assess process improvements, and develop future state recommendations.
   » Conduct business requirements gathering.
   » Identify and schedule project deliverables, milestones, and required tasks.
   » Define project success criteria and disseminate them to involved parties all over project life cycle.
   » Manage project budget, including tracking, monitoring, and reporting expenditures.
   » Identify standards or requirements for change management.
   » Plan, develop, coordinate, administer, and execute projects, including proposals, plans, timetables, communication, and resource allocation.
   » Estimate the resources and participants needed to achieve project goals. Draft and submit budget proposals and recommend subsequent budget changes where necessary. Where required, negotiate with other department managers for the acquisition of required personnel from within the university.
   » In conformity with EPPMO standard operational procedures (SOP), prepare project status reports and keep management, stakeholders, and others informed of project status and related issues.
