Organizational Unit Overview The College of Health and Human Performance provides a long history grants management at the College level and has grown its portfolio so that Information technology manages its own college-level pre- and post-award team. The College of Health and Human Performance includes undergraduate and graduation programs with numerous labs that stretch across ECU's east and west campus. Along with a heavy emphasis on undergraduate and graduate education with one of the highest student enrollments per FTE, we have consistently expanded our research enterprise.

Job tasks The Director of Research Administration is 1.0 FTE position responsible for leading the administration of HHP's growing externally funded research and sponsored programs portfolio. In FY2023, HHP received more external funding than any college except the Brody School of Medicine, and HHP manages active award funds of approximately $24 million. The director operates in a largely independent manner, supervises three research administration staff members, and reports to the Associate Dean for Research of the College of Health and Human Performance. The position is responsible for ensuring HHP's research administration team supports a growing portfolio, minimizes faculty burdens, and ensures compliance with university and funding agency policies. Specifically, the Director of Research Administration will (1) provide pre-award grant support for faculty, staff, and students engaged in a broad range of research and creative activity grants and contracts, (2) supervise pre- and post-award research administrators (currently 3.0 FTE), and (3) be the point of contact for the Office of Research Administration. The Director of Research Administration has a key function in ensuring communication and coordination between HHP investigators, HHP pre- and post-award services, and the Office of Research Administration. The director will maintain a portfolio of pre-award submissions supporting faculty from initiation through submission and formal university review. This position is responsible for leading efforts to efficiently process and coordinate submission of proposals across university systems and processes. The position will lead, manage, and improve pre-award activities, transactions, routing approvals, systems and operating procedure improvements, and required data and compliance reports for the College of HHP. The Director of Research Administration will also work closely with the Research Development Director to coordinate areas of faculty growth and training as well as research development needs.

Specific responsibilities will include but are not limited to:

30% - Financial/Administrative Aspects
   » Strategically leads and develops HHP Research Administration services in coordination with the HHP Research Development Director and the Associate Dean for Research.
   » Supervises research administration staff members working in pre- and post-award.
   » Manages and coordinates all administrative, financial, and operational aspects and efforts pertaining to pre-award processes and supervises all post-award administration.

60% - Proposal Development/Coordination
   » Leads pre-award administration of grants and contracts including proposal development coordination, proposal budget, budget justification, sponsor and university proposal forms, sub-recipient coordination, coordination of facilities and administrative costs, space, and co-investigator agreements.
   » Complies with policies and procedures from university as well as federal and non-federal sponsors and implements such policies in all grant management practices.
10% - Promote Research Grant Activities
   » Collaborates with CHHP Associate Dean for Research and Research Development Manager to plan and implement activities that promote research/grant activities.
   » Serves on institutional committees and participate in institution wide special projects that can improve research administration processes for HHP.
   » Collaborates with ORA and attends meetings with ORA staff to ensure maximum compliance and efficiency.
   » Other tasks as assigned.
This position may be eligible for Flexible Work Arrangements (FWA) under the East Carolina University (ECU) FWA Policy.

Minimum Education/practice Bachelor's degree in business administration, public administration, or related business area and three years of administrative management or business management practice; or equivalent combination of training and practice. All degrees must be received from appropriately accredited institutions.

   » Degree(s) in a discipline represented in the College of Health and Human Performance, which includes the departments of Health Education and Promotion, Human Development and Family Science, Interior Design and Merchandising, Kinesiology, Recreation Sciences, and the School of Social Work.
   » practice with grants management software
   » practice with federal sponsor portals (such as Research.gov, eRA commons, ASSIST, NSPIRES, etc.)
   » CRA certification, or the capability to apply within 12 months of hire
   » Strong computer expertise including word processing, database management, and spreadsheets
   » Strong financial and analytical expertise
   » expertise of general accounting standards and auditing
   » expertise of Federal and Non-federal grant and contract policies
