Job Summary This recruitment will be used to fill one full-time Fiscal Coordinator I position for the Office for Sponsored Research and Award Administration at Oregon State University (OSU).

The Office for Sponsored Research and Award Administration (OSRAA) resides within the Division of Research and Innovation. Its mission is to provide research administration leadership abilities for all colleges, units, and research centers, achieved through full sponsored project lifecycle support for proposal submission, award negotiation and acceptance, research costing and analysis, award management, financial management and the closeout of awards that support the research goals of Oregon State University's strategic plan: Prosperity Widely Shared .

The Fiscal Coordinator I is responsible for financial management related to a portfolio of externally-funded sponsored projects. This position may provide OSU stakeholders, such as faculty, business centers, and college/administrative/other units with guidance on financial, administrative, and fiscal policy issues arising during the set-up, administration, and closeout of sponsored projects.

This position reports to the Managing Grant and Contract Coordinator and works closely with personnel across all teams in OSRAA, other Research Office units such as the Office of Research Integrity and OSU Advantage, and other campus personnel involved in post-award management within business centers, colleges, centers, and departments. Regular interactions are required with researchers, university administration and external agency officials. In addition, the incumbent is expected to provide excellent customer service and assistance to OSU's faculty with a positive, partnership focused approach.

Key Responsibilities Central to all position responsibilities is the capacity to anticipate and communicate developing problems and recommend timely solutions that offer minimum disruption to project progress. The incumbent must work closely with others to facilitate timely and accurate financial reporting, draw-down of funds, submission of deadline-driven deliverables, resolution of sensitive or complex policy, financial and administrative issues; while maintaining and practicing mindfulness around diversity, equity, and inclusion.

Responsibilities include:

70% INVOICING AND FINANCIAL REPORT PREPARATION AND SUBMISSION
   » Review grant and contract language and agency guidelines to confirm reporting and billing requirements are correctly identified in OSRAA billing sheets and other monitoring records
   » Evaluate requirements of each award to ensure cost-share, program income, property, patent/invention, and any other reporting requirements are met for a diverse portfolio of grants and contracts
   » Prepare required invoices, vouchers, and financial reports for specified funds on a monthly / quarterly billing schedule, as required, using information from Banner Financial Information System (FIS), AWA, and JasperSoft
   » Prepare financial reports, invoices, and other required deliverables to meet the requirements of grant and contract terms and conditions. This includes ensuring that submitted reports and invoices follow sponsor agency, state and/or federal format and documentation requirements. Engage the PI and other OSU staff when they need to provide information and/or documents as part of the sponsor's reporting requirements. Maintain detailed records, reconciliations, and other documentation for appropriate audit trail
   » Record appropriate documentation in official grant file (OnBase) for transactions, submitted invoices and reports, and other significant communications.
   » Analyze grant/contract expenditures for validity and allowcapability in relationship to the award and approved budget. Engage principal investigators and other OSU staff to obtain information and determine allowcapability of costs. Advise business center, principal investigator or other staff regarding needed corrections and cost allocation. Ensure expenditure compliance over the duration of the award period.
   » Work closely with principal investigators and other staff to facilitate timely and accurate financial reporting, draw-down of funds, project closeout and other deadline-driven deliverables.
   » Monitor and track that revenue and expense transactions are correctly and appropriately posted. Work proactively to avoid problems and/or identify issues and work with others to resolve any issues in a timely manner.
   » Communicate guidance and recommendations to principal investigators and business center staff to prevent out of balance or compliance situations in project budgets and/or accounting.

20% AWARD MANAGEMENT AND CLOSEOUT
   » Coordinate with Principal Investigators, business centers, other OSU staff, and sponsoring agencies on matters of financial award administration.
   » Monitor shared OSRAA email boxes as assigned and distribute emails to appropriate lifecycle teams.
   » Manage and provide timely responses to phone calls and emails, including correspondence in the shared team email box.
   » Collaborate with OSRAA colleagues to secure sponsor approval for changes to project financial plans.
   » Review cash balances and status of receivables in Banner FIS to verify invoicing is complete and revenue has been received.
   » Verify all closing reports, including technical reports, are completed and submitted.
   » Close indexes, funds, and grants in Banner FIS when all tasks have been completed.
   » Record appropriate documentation in grant file (OnBase) for transactions, submitted invoices and reports, and other significant communications.

10% SUPPORT OF SPECIAL PROJECTS AS ASSIGNED
   » This position will be engaged with special projects including, but not limited to: participation in sponsor, agency, or other program audits; evaluation and analysis of fiscal processes for improvement; fiscal year end closing activities related to grants and contracts.
   » Understand business processes in the support of the everyday management of sponsored projects and identify where process improvements are needed.
What We Require
A Bachelor's degree with 24 quarter (16 semester) hours of accounting courses and two years of accounting practice*; OR a CPA or PA certificate and two years of accounting practice*; OR 24 quarter (16 semester) or 240 clock hours of accounting courses and three years of accounting practice*.
*Accounting practice must include at least 6 of the following: documenting and resolving problems within an accounting system; classifying revenues and expenditures to funds and accounts; ensuring accounting system conforms with applicable controls; reconciling accounts to general or control ledgers; preparing journal vouchers; applying accounting principles to one or more functional areas; i.e., AR, AP, etc.,: tracing errors through accounting system; processing data using a computer; communicating technical material orally and in writing; applying computer report information; expertise of governmental and fund accounting; applying PC spreadsheet, database, and word processing software.
All courses must be from accredited colleges, universities, or private vocational schools.
Transcripts must be submitted for all required and/or related courses.
