Organizational Unit Overview The Thomas Harriot College of Arts and Sciences (Harriot College, https://thcas.ecu.edu/ ) employs approximately 450 full-time faculty and staff, and the Dean's Office supervises all budget, personnel and academic matters in its departments, interdisciplinary programs, centers, institutes, and auxiliary offices. Harriot College is home to 16 academic departments and offers more than 50 undergraduate and graduate degree programs. Job tasks Information Dissemination (10%):

CPCs must communicate effectively with a wide variety of colleagues and constituents in order to manage the actions that are processed in the college. Through personal contact, phone calls and emails the position must relay accurate and concise policy and procedure information and interpretation, and provide training and instruction to department chairs and staff.

CPCs are responsible for creating and disseminating internal deadlines for personnel actions within the college. The position also creates and conducts training sessions for all new chairs, existing chairs, and administrative staff. The position is also responsible for creating hiring process forms to aid in the search process and submission of personnel information via PeopleAdmin. Information technology is essential that the CPCs provide documentation to explain and support conclusions to ensure compliance and knowledge, communicate interpretative information that spans across functional areas, responds to non-routine inquiries, and develop new processes and procedures.

Managing Business Needs and Records Functions (10%):

CPCs maintain accurate records, logs and EHRA personnel files; create and maintain master spreadsheets and create reports to meet various reporting needs for internal and external customers. CPCs work in concert with the college EHRA Resource Administrator to ensure that position numbers and funds are utilized as directed. This requires the capability to retrieve and review information in PeopleAdmin and Banner.

Serving as Internal Resources for Financial Matters (10%):

The CPCs supervise the summer school payroll process for the college and submit the final master payroll spreadsheets for Regular (face-to-face) Summer School faculty and Distance Education (DE) Summer School faculty. The CPCs work closely with other university staff during the entire process to ensure that payroll changes are implemented and summer school contract letters are received, proofed, and distributed to all summer school faculty. Files are also maintained by the CPCs for Regular summer school year to year.

Interpret Policies and Procedures (15%):

CPCs are responsible for ensuring compliance with faculty hiring policies. The Harriot College EHRA personnel coordinators (CPCs) serve as initial points of contact for EHRA personnel issues and review all EHRA personnel actions. This involves working closely on a everyday basis with department chairs, program directors and administrative personnel in the college's 16 departments, and other Dean's Office personnel. In order to serve effectively as a point-of-contact, coordinators must be able to interpret and apply university personnel policies and be knowledgeable on state and federal regulations. The CPCs implement the yearly schedules of faculty personnel actions, including promotion, reappointment, conferral of tenure, annual evaluations and progress toward tenure letters. The position supervises the preparation of and review EHRA hiring packets, contract letters, and EPAFs, checking for accuracy and completeness. The position is responsible for initiating and completing all personnel actions for the dean's office which include hiring of new department chairs and associate dean appointments. The position must be able to identify, recognize and resolve problems related to all types of EHRA personnel actions.

Coordinators must be knowledgeable about a number of issues including appointments of faculty who have not completed the terminal degree, appointments of faculty being given credit towards tenure, joint appointments of faculty between two or more units, appointments of faculty who are not US citizens, requests for leaves of absence, and numerous other issues. These personnel issues are complex, and almost every case has unique factors. In many cases, contact must be initiated with staff in other University offices to determine an appropriate course of action to take or to seek and/or relay information. Frequent contact is made with staff in various administrative offices.

General Business Coordination and leadership abilities (55%):

While these positions do not have formal managery tasks, the positions are expected to consult, guide, and correct administrative positions all over the college (16 departments + Dean's Office + centers). The position leads training seminars, creates internal policies, and helps all employees comply with policies and best practices. In addition, these positions serve on search committees for departmental staff. The position also works closely with Academic Affairs on refining division processes and mentoring other similarly situated positions in other academic colleges.

The CPCs work closely with the Associate Dean for Faculty & Student Affairs to supervise the submission and initial review of PADs to ensure compliance with the Governance Code and the Faculty Manual, develop and organize systems for managing the processes of reappointments, tenure, and promotions, and serve as the college's interface with the Provost's Office and as a resource to the departments.

The CPCs also execute tasks related to the implementation of Project Kitty Hawk, which has required the CPCs to be adaptable, create new processes, and work closely with leadership abilities to identify procedural and knowledge gaps, identify efficient practices, and work to expand the college's capability to adequately resource and support new hires who will offer Project Kitty Hawk courses. Some of these new tasks include creating off-model submission schedules and faculty income support for course preparation.

Effective time management and organizational expertise must be practiced in order to be able to plan and facilitate the timely workflow of the office and position. Timely processing and issuance of faculty contracts is critical in order to attract and retain top faculty.

This position is a time-limited position, with an initial appointment term not to exceed 12 months. Continued employment in the position will be located on availcapability of resources and necessity.

Minimum Education/practice Bachelor's degree in business administration or a related discipline; or an equivalent combination of training and practice. All degrees must be received from appropriately accredited institutions.

License or Certification required by statute or regulation None.

Preferred practice, expertise, Training/Education practice with reviewing and/or preparing faculty hiring packets, initiating EPAFs, preparing and reviewing a variety of EHRA personnel action forms, the processes of tenure, promotion and reappointment, management of complex records and knowledge of ECU and UNC policies and procedures.

Excellent communication and time-management expertise; critical thinking expertise; exceptional attention to details and organizational expertise; sound judgment and capability to maintain confidentiality; and, advanced computer expertise in Teams, Word, Excel, Outlook, Banner, Xtender, PeopleAdmin, and ECU BIC.
