Minimum Qualifications

Master's degree in public administration, adult education, or higher education, or in a field related to one of the programs supervised. At least five years of leadership abilities practice in education or training, preferably in a public services field, plus practice in a higher education setting, preferably in a management or leadership abilities capacity. Must understand the importance of higher education and specifically, community college education, to the growth of communities and of persons, or any equivalent combination of training and practice which provides the required expertise, knowledge, and abilities.

 

Preferred Qualifications

Physical Requirements: Must be physically able to operate a variety of automated office machines including calculator, copier, computer, typewriter, etc. Must be physically able to exert up to ten pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Position involves mostly sedentary work which requires sitting most of the time but will involve moving from place to place and building to building.
Data Conception: Requires the capability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
Interpersonal Communication: Requires the capability of speaking and/or signaling people to convey or exchange information. Includes the receiving of information and instructions from manager.
Language capability: Requires the capability to read a variety of documents and reports. Requires the capability to prepare documents and reports such as outstanding encumbrance report, special funds cash balance, sales tax report, voucher detail, and general letters of correspondence, etc., using the proper format, punctuation, spelling and grammar. Requires the capability to communicate with co-workers, manager, students, vendors, etc. with poise, voice control, and confidence.
I ntelligence: Has the capability to apply rational systems such as computer operations, general accounting, and public relations, to deal with problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form.
Verbal Aptitude: Requires the capability to record and deliver information and to follow verbal and written instructions.
Numerical Aptitude : Requires the capability to utilize mathematical formulas; add and subtract totals; multiply and divide; determine percentages and decimals; and determine time and weight.
Form/Spatial Aptitude: Requires the capability to inspect items for proper length, width, and shape.
Motor Coordination: Requires the capability to coordinate hands and eyes in utilizing automated office equipment.
Manual Dexterity: Requires the capability to manage a variety of items, office equipment, control knobs, switches, etc. Must have moderate levels of eye/hand/foot coordination.
Color Discrimination: Requires the capability to differentiate colors and shades of color.

Interpersonal Temperament: Requires the capability to deal with people beyond receiving instructions. Must be adaptable to executeing under moderate stress when confronted with an emergency.
Physical Communication: Requires the capability to talk and/or hear (talking - expressing or exchanging ideas by means of spoken words; hearing - perceiving nature of sounds by ear.)

 

Position Description

Under limited supervision, is responsible for directing and coordinating all activities of the Public Services and Fine Arts Division of Pitt Community College. Performs administrative tasks in planning and implementing effective programs. Reports to the Vice President of Academic Affairs and Continuing Education.
Provides leadership abilities for Public Services and Fine Arts programs, including, but not limited to, Associate in Fine Arts, Basic Law Enforcement Training, Criminal Justice, Early Childhood Education, Graphic Arts, Human Services Technology, and Paralegal.
Sets clear goals and objectives for the Division and provides strong leadership abilities to achieve same. Plans for growth and expansion through proper and adequate studies of community and College needs. Works toward establishment of distance and alternative learning options for various programs within the Division.
Is responsible for directing and supervising all activities within the Division. Evaluates the need for new positions and institutes the planning process required to obtain a new position. Interviews candidates and assists with the hiring process. Prepares and/or reviews performance appraisals for department chairpersons and faculty. Approves staff development activities. Implements OSHA regulations appropriate to the Division.
Provides leadership abilities to departments within the Division. Is responsible for quality control of programs, courses, and processes in the Division to meet the requirements of government and accreditation regulations and of the Board of Trustees. Assists in developing new curricula and in revising existing programs. Approves new textbook selections and scheduling. supervises Assessment of Student Learning results, program reviews and other institutional effectiveness activities. Ensures compliance with SACS and ABA standards and standards of other external bodies as appropriate; coordinates the accreditation and licensure processes. Interprets and implements College policies as they relate to the Division.
Works with department chairs to prepare the schedules for classes and coordinates scheduling among department and division heads to avoid conflicts.
Is responsible for efficient management of resources, facilities, and equipment. Supervises the budget process in the Division, administers and balances the budget. Guides and assists department chairs with departmental budgets and monitors same. Allocates funds to departments and transfers funds when appropriate. Prepares grant applications and secures funds from other sources for continuing needs and new projects.
Fosters and promotes good relations with the public. Personally interacts with representatives of the local Bar Association, the Law Enforcement community, local and state Corrections officials, community leaders, personnel from Pitt County Schools, the arts community, etc., to solicit advice, offer help, and effectively represent the interests of Pitt Community College.
Directs, trains, coordinates, and participates in academic advising within the Division. Is responsible for various student- related programs/activities, including coordinating programs related to job development and placement of students, determining the retention and direction of students, and resolving student/instructor problems and legal issues affecting students. Guides students in the appropriate direction to meet their individual needs and to achieve their personal goals, developing and administering appropriate admissions procedures, and teaching courses.
Participates in the Instructional leadership abilities Team of the Vice President for Academic Affairs and Continuing Education. Attends meetings of committees relative to the Division as well as the entire College to establish mutual knowledge,

provide ideas, and provide assistance as needed on issues of concern. Assists in long-range planning for the institution, ensuring that the mission and purposes of the College is being conducted.
Participates in significant professional development activities and encourages direct reports to do the same. Keeps up to date on NC Community College System laws, rules, and regulations. Attends meetings or participates in organizations to keep the programs up to date and the employees informed.
Receives, reviews, processes, files and/or submits a variety of document and reports such as personnel records/reports, budget reports, admission testing reports, billing invoices, schedules, grant applications, contracts, memos, and letters of correspondence.
Conducts any required administrative activities or investigations as directed by the administration and provides a comprehensive and accurate report of same.
Operates and/or utilizes various types of office, presentation, and other equipment including computer, calculator, specific supplies for use in teaching, and general office supplies.
Performs other related tasks as required.
