Job Summary The Office of Budget and Resource Planning is seeking a Financial Analyst: Data Analytics. This is a full-time (1.00 FTE), 12-month, professional faculty position.

Oregon State University is a comprehensive research university and the state's Land, Sea, Sun, and Space Grant University. The Office of Budget and Resource Planning develops and implements policies and procedures to help ensure the efficacy and integrity of resource allocations, budget planning and resource management of the University. The office reports to the President through the Vice President for Finance and Administration and is responsible for all-funds budget operations (exceeding $1.8 billion) including institutional responsibility for all revenue planning activities, preparation and control of annual and biennial budgets for the University, its instructional and research divisions, statewide public service units, and auxiliary enterprises.

This position reports to the Associate Director Budget Analytics and is responsible for report creation, various reconciliations, fund settle-up, updating Budget and Resource planning metrics, and distribution of overhead research dollars to units. This position will have familiarity with how data systems support and drive financial decisions. This position will create and coordinate data that supports financial project proposals and which may utilize budget and financial resources. This position will provide support by reviewing and recommending the streamlining of business processes using technology.

Key Responsibilities 55% - ALL FUNDS REPORTING
   » Develop and prepare financial reports, statements and variance information for review and distribution on a regular basis.
   » Compile financial data into comprehensive formats, such as charts and graphs, for the conveyance of information.
   » Research, analyze and prepare statistical data reports in support of overall university management.
   » Perform quantitative analyses, forecasting, cost analysis and reporting to support institutional planning.
   » Analyze and provide data and reports in support of budget processes.
   » Research and prepare confidential statistical reports, referencing bargaining unit data.
   » Assist with the maintenance of Budget Office reports and dashboards.

35% - SPECIAL PROJECTS
   » Calculate graduate health composite rate annually and review reconciliation provided by financial strategic services (FSS) and human resources.
   » Compilation of multiple data sources for special projects, statistical analyses and management of institutional resources on an ad hoc basis.
   » Calculate and distribute settle-up information to units in support of various tuition initiatives such as Ecampus, summer tuition, and differential tuition.
   » Monitor and ensure compliance with Budget Office related policies and guidelines.

10% - OTHER
   » Research needs and requests regarding labor relations matters as they relate to the preparation of collective bargaining proposals.
   » Prepare journal vouchers as requested.
   » Assist in formulating and implementing budget related policies.
   » Acts as liaison between budget office, stakeholders and technology partners.
   » Other tasks as appropriate and needed to the scope and responsibility of the position and not specifically indicated in this position description.
What You Will Need
   » Bachelor's degree in accounting, finance, business administration or a related field OR an equivalent combination of education, training, and significant accounting, budget or finance, practice.
   » Three years' operating budget practice for a complex organization.
   » Demonstrable capability to pull data, analyze and provide recommendations for financial decisions.
   » practice working with databases and large amounts of data in applications such as Microsoft or Tableau.
   » practice preparing forecasts, various quantitative analyses, and reports.
   » Excellent verbal and written communication expertise.
   » Strong capability to manage multiple projects simultaneously.
   » Effective collaboration and relationship building capability.
   » A demonstrable commitment to promoting and enhancing diversity.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must prosperously complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq.
