Primary Purpose of Department The Office of Research Services (ORS) is the campus shared-services office for pre- and post-award administration, including proposal development and submissions, award acceptance, contract negotiation, subaward and award management and modification, and reporting. ORS organizes and gives strategic direction to the research program, manages the institutional signature process for the Authorized Organizational Representatives (AORs), provides faculty/staff/student support by reviewing and interpreting sponsor guidelines and regulations, prepares budget documents, reviews proposal packages for conformity to sponsor requirements, and submits and tracks proposals. ORS is also responsible for ensuring that funded projects are conducted in a manner consistent with the university and sponsor policies and procedures. ORS, in collaboration with other offices and units in the Division of Research, initiates and facilitates training opportunities for campus research administration staff, private, and foreign organizations. The Contract Administrator reviews agencies' guidelines, regulations, and proposals to ensure that resulting awards will be efficiently monitored and administered.

Primary Purpose of Position The Contracts Administrator plays a crucial function in facilitating awards between UNC Charlotte and external sponsors, in data integrity of award information in the electronic research administration system, and in ensuring the funding and execution of research, instruction, and sponsored activities. this function demands negotiation skills and a commitment to upholding university policies and regulatory compliance.

Summary of Position Responsibilities
   » Draft, review, adapt, and negotiate both UNC Charlotte agreements and external sponsor agreements.
   » Ensure agreements align with university policies, regulatory requirements, and the interests of all involved parties.
   » Collaborate with an array of external sponsors, including business and industry sectors, non-profit organizations, and federal agencies.
   » contact with representatives from the Office of Legal Affairs, Office of Research Commercialization and Partnerships, Office of Research Protection and Integrity, Office of Research Services, and Office of Sponsored Projects Administration.
   » Utilize skills and university resources to deal with complex issues arising during negotiation processes.
   » Assess risks connected with proposed contract terms and take action to eliminate or modify terms to reach mutually acceptable agreements.
   » Verify all awards are properly set up in the eRA system.
   » Manage procedures for notification to award management of funded projects.
   » Keep university stakeholders informed on negotiation progress.
   » Provide complete and accurate information to fulfill financial and technical reporting obligations of involved parties.
   » Assist with departmental training efforts covering contract and subcontract administration and other areas as assigned.
   » Participate in training and support activities for the university community of research administrators.
   » Other tasks as assigned
Minimum Education/practice Master's degree with 1-2 years of related grant management practice; or a Bachelor's degree with 2-4 years of related grant management practice; or an equivalent combination of education and practice.

Preferred Education, expertise, Skills and practice
   » practice in research administration at a college or university.
   » Familiarity with the Federal Acquisition Regulations (FAR), agency supplements to the FAR, Code of Federal Regulations (CFR), and Circulars of the Office of Management and Budget (OMB) is required.
   » practice negotiating Federal, State and Local Contracts, Grants and Cooperative agreements.
