Job Summary The Division of Extension and Engagement is seeking an Operations Manager for the Extension Outdoor School program. This is a full-time (1.00 FTE), 12-month, professional faculty position.

The Outdoor School Operations Manager is a member of the Division of Extension and Engagement, Extension Service Outdoor School Program leadership abilities and reports to the Outdoor School Program Director. The Outdoor School Operations Manager collaborates with the Outdoor School Director to set program priorities, strategic planning, and contributes to the development of the budget, and manage the budget and activities of staff. In addition, the Outdoor School Operations Manager guides program staff in their implementation of regional strategic programs such as the Bridge to Outdoor School grant program. This individual provides leadership abilities of Outdoor School grant programs as well as provides ideas and subject matter skills while ensuring effective, efficient workflow, and adherence to university policy and standards.

The Outdoor School Operations Manager provides overall leadership abilities regarding applicable state and Federal guidance, statutes, and regulations for faculty, staff, and volunteers. This individual works with regional and statewide Outdoor School faculty and staff to provide guidance on issues related to program operations, in coordination with the Outdoor School Program Director.

The Outdoor School Operations Manager is responsible for the management of day-to-day operations for the Outdoor School statewide program and is responsible to stakeholder and Outdoor School community needs and interests, including the supervision of classified staff and student employees, as well as external contractors.

The Outdoor School Operations Manager position has four primary functions:
   » Ensures the strategic projects and programs taken on by the Outdoor School program faculty and staff are performed to Outdoor School's high-quality standards and are compliant with university policy, standards, rules, and procedures; any contractual terms and conditions; and all applicable state and Federal guidance, statutes, and regulations. Coordinates with the Outdoor School Program Director and applicable OSU departments to ensure Outdoor School faculty and staff are supported regarding equal opportunity and access.
   » Leads the onboarding of new Outdoor School faculty and staff and provides guidance to current Outdoor School faculty and staff on issues related to OSU and Outdoor School rules and procedures, customer relation management, and OSU brand standards.
   » supervises external communications and relations with Outdoor School program customers (district administrators, teachers, providers, and sites) by providing leadership abilities and factual information to Outdoor School faculty in support of their customer interactions, and, frequently, providing information directly to customers.
   » Provides leadership abilities to regional and statewide faculty who are coordinating Outdoor School events, projects, or programs.
The Outdoor School Operations Manager develops and maintains internal and external relationships to promote and support the strategic and high-quality programs and services provided by the Outdoor School program to schools and districts statewide. This individual coordinates with the Outdoor School Program Director to ensure the Outdoor School program's compliance with appropriate civil rights and affirmative action laws as they relate to the hiring of staff, the distribution of Outdoor School program funds, and the development and implementation of the Outdoor School program rules and procedures. This individual is also responsible for coordinating with the Outreach and Inclusion Coordinator to provide support for and encouragement to school districts and outdoor school providers and sites in their compliance with these laws. Lastly, this position coordinates with the Outdoor School program Contracts, Grants, and Fiscal Coordinator and the Outdoor School faculty, staff, and customers to support their adherence to OSU and Outdoor School financial management procedures.

This individual works to develop program resources, procedures, and rules that ensure outdoor school programs are serving Oregon's broad and diverse populations, including those that have been historically marginalized/excluded from outdoor school participation. This includes complying with civil rights and language/visual access regulations.

Key Responsibilities 40% - leadership abilities, Coordination, and Compliance
   » Provides overall leadership abilities related to compliance with applicable state and Federal guidance, statutes, and regulations, and develops the resources necessary to support Oregon's outdoor school providers and sites in their efforts to comply with applicable state and Federal guidance, statutes, and regulations.
   » Provides analysis and reporting for program progress and assessment including needs, impact and outcome measurement.
   » Establishes, manages, and maintains internal and external relationships to retain skills and resources to promote and deliver programs and services, including but not limited to faculty, county, and state agencies and government entities, and community organizations.
   » Develops and supervises program guidelines and procedures to ensure efficient workflow and quality standards.
   » Coordinates and participates in fiscal management and funding generation including preparing, managing, and providing grant proposals and program budget(s).
   » Under the direction of the Outdoor School Program Director, provides leadership abilities for the Outdoor School team and is responsible for working with the Director and the team to develop and implement a strategy of Outdoor School program improvement that maintains our existing high level of quality in application and reporting, customer relations and communication, and ensures consistency across process, guidelines, procedures, and implementation. Collaborates with Outdoor School Program Director on setting priorities, and co-develops, with the Outdoor School team, strategic plans and long-range goals, and in collaboration with the ODS Research, Evaluation and Assessment Coordinator, helps to evaluate goals and objectives.
   » Manages the planning, development, implementation, and assessment of the Outdoor School program including:
   » Provides analysis and reporting for program progress and assessment including needs, impact and outcome measurement in collaboration with the Research, Evaluation, and Assessment Coordinator, and provides leadership abilities for the Outdoor School Explorer data project.
   » Establishes, manages, and maintains internal and external outdoor school stakeholder relationships to retain skills and resources of outdoor school resource groups and advisory committee.
   » Works to promote and deliver Outdoor School-related programs and services, including but not limited to faculty, county, and state, agencies and government entities, and community organizations, such as other youth serving programs in the Division, the Oregon Department of Education, and community organizations such as Friends of Outdoor School and the Gray Family Foundation.
   » Develops and supervises Outdoor School program procedures to ensure efficient workflow and quality standards.
   » Coordinates and participates in fiscal management and funding generation including preparing, managing, and providing program budget(s).
   » Serves as the Outdoor School Program Safety Coordinator.
   » Collaborates with Outdoor School Program Director to draft, edit, understand, communicate, and implement Outdoor School program procedures that are consistent with university policies, Extension and Engagement rules and procedures, Oregon Department of Education guidelines and best practices, and Outdoor School program quality standards.
   » Coordinates with Insurance and Risk Management Services and the OSU Office of Youth Safety and Compliance to understand applicable university insurance and risk management policies and effectively communicates information to Outdoor School faculty and staff.
   » Consults with the OSU Equal Opportunity and Access (EOA) office and the Outdoor School Outreach and Inclusion Coordinator to provide resources and guidance to Outdoor School faculty to ensure that Outdoor School program funding supports outdoor school provider efforts to accommodate for the special needs of outdoor school students.
   » Develops internal and external partnerships that enhance the Outdoor School program, OSU Extension Service, and outreach for the University. Travel/driving will be required.
   » Coordinates with the Grants and Contracts Fiscal Coordinator to provide fiscal and attendance analysis and reports as requested by the Outdoor School Program Director, including plans of work, reports of accomplishments, and expenditure and encumbrance estimates and suggestions. In the absence of the Outdoor School Program Director, can serve as budget authority. Uses existing systems to supervise and coordinate the maintenance of applicable Outdoor School customer contact, application, and reporting records.
   » Manages the oversight and coordination of logistics for statewide programs or events such as the Outdoor School Gathering.
   » Coordinates with the Outreach and Inclusion Coordinator to ensure compliance with appropriate civil rights and affirmative action laws as they relate to the Outdoor School program.
   » Works with Outdoor School staff and volunteers to assess and plan for potential risks and emergencies.
   » Collaborates with the Outdoor School Contracts, Grants, and Fiscal Coordinator to approve and monitor Outdoor School program accounts and spending.
   » Serves as signature designee for the Outdoor School Program Director when the Director is unavailable.
   » Ensures that all Outdoor School faculty are fulfilling their responsibilities as related to OSU policies, standards, rules, procedures, and best practices.
   » Ensures that the Outdoor School program faculty and staff, as well as outdoor school program providers and sites, have the resources and training necessary to serve and meet the needs of broad and diverse populations, including those that have been historically marginalized/excluded from participation in outdoor school.
   » Collaborates with the Outdoor School Advisory Committee chair to provide the support and resources necessary for them to manage and coordinate that committee so that the Advisory Committee can serve the Outdoor School program effectively.

20% -Communications and Community/Customer Relations
   » Coordinates the marketing and promotion of activities, programs, and services of the Outdoor School program, the OSU Extension Service, and OSU with the Outdoor School Communications Coordinator.
   » Provides information in response to Outdoor School faculty, staff, and customer questions regarding university policies and Outdoor School program guidelines and procedures.
   » Responds to grievances from the Outdoor School team, district administrators, teachers, outdoor school staff, parents, and community members in collaboration with the Outdoor School Director, Extension Communications, and/or other OSU departments when applicable.
   » Develops proactive approaches to crisis response and communications in collaboration with the Outdoor School Program Director, Extension Service Communications, University Relations and Marketing, and the Extension Service Director.
   » Collaborates with the Outdoor School Program Director to manage and respond effectively to crises, grievances, and conflicts.

15% -Staff Onboarding and Supervision
   » Supervises and provides leadership abilities for classified staff, students, contract employees, and Advisory Committee volunteers related to the specific functions of the position. These individuals will have varying backgrounds and communication styles and expectations.
   » supervises the Onboarding of new Outdoor School faculty/staff and provides guidance on issues related to effective processes, risk avoidance and management, equal opportunity and access and staff or volunteer conflict management.

15% -Program Development and Support
   » Ensures that the Outdoor School program is providing/developing the resources and guidance necessary to ensure that Oregon's outdoor school programs maintain a safe, inclusive educational environment for all who participate.
   » Convenes and collaborates with statewide Outdoor School coordinators to ensure they are supporting the work of regional Outdoor School coordinators as well the needs of their outdoor school program provider customers.
   » Manages or supervises the development and management of programs and/or projects that 1) improve the implementation of the Outdoor School program or 2) provide quality program improvement, support, or training resources for outdoor school providers or sites.

5% - Organizational Accountcapability
   » Uses multiple methods of digital communication to collaborate internally and externally as appropriate.
   » Participates in and ensures access to training opportunities to build expertise and skills in digital communications and engagement technologies.
   » Follows OSU and division brand guidelines, digital publishing standards and digital contact management data integrity practices for programmatic communications, marketing and engagement.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must prosperously complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must prosperously complete a motor vehicle history check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
