The Office for Sponsored Research and Award Administration is seeking a Subaward Contract and Compliance agent. This is a full-time (1.00 FTE), 12-month, professional faculty position.


The Office for Sponsored Research and Award Administration (OSRAA) resides within the Research Office. Its mission is to provide research administration leadership abilities for all colleges, units, and research centers, achieved through full sponsored project lifecycle support for proposal submission, award negotiation and acceptance, research costing and analysis, award management, financial management and the closeout of awards that support the research goals of Oregon State University's strategic plan: Prosperity Widely Shared .

The Subaward Contract and Compliance agent is part of a subaward team responsible for contract negotiation/execution, risk evaluation, monitoring, and post award activity for outgoing subawards issued as part of OSU's sponsored research portfolio. OSU issues approximately 200 new subaward agreements per year, with an additional 300-400 subaward amendments, averaging $35 million new flow-through funding annually.

The Subaward Contract and Compliance agent's primary focus is on the drafting, negotiation, and execution of subaward agreements and amendments to external organizations collaborating with OSU principal investigators on research and other sponsored projects, including conducting organizational risk assessments annually and during contracting. This position has delegated authority as an institutional authorizing official to draft, negotiate, and execute subaward agreements with external subrecipient organizations, implement contractual actions located on evaluation of compliance and financial risk, and represent OSU to external entities, including federal, state, and private sponsoring agencies and subrecipient organizations.

The Subaward Contract and Compliance agent provides faculty, staff, researchers, and external collaborators with guidance on contractual and regulatory issues arising during the life of a subaward. broad interactions are required with researchers, university administration and external agency officials within complex institutional and interagency settings. In addition, the incumbent is expected to provide excellent customer service and assistance to OSU's faculty, as well as nurture positive relationships both inside and outside of OSU.

The Subaward Contract and Compliance agent reports to the adjunct Director of Sponsored Programs Award Management and works with personnel across all teams in OSRAA, other Division of Research and Innovation units, Office of Audit, Risk and Compliance, General Counsel, and other campus personnel involved in sponsored project subaward management within administrative units, colleges, centers, and departments.

Key Responsibilities 65% Outgoing Subaward Contracting
Provide comprehensive subaward management for the drafting, negotiation, and execution of agreements with subrecipient organizations. This function requires a working expertise of contracting principles, as well as institutional, state, and federal regulation related to research administration and subaward compliance. The variety of OSU's prime award agencies requires the capability to adapt to different sets of governing regulations, sponsor terms and conditions, grants management principles and contracting practices. Primary tasks:
   » Review and interpret prime award terms, policy documents, and proposal materials in order to ensure appropriate flow-down terms and conditions from the prime award and identification of special terms and conditions that may be required. Apply laws and regulations related to specific subawards.
   » Prepare outgoing subaward agreements and amendments utilizing appropriate subaward agreement terms, prime award requirements, and subrecipient organization materials. Represent OSU in the negotiation of subaward agreement terms, ensuring compliance with university policy and risk management.
   » Evaluate external subrecipient organizations for financial and compliance risk in order to establish appropriate contract terms and conditions. Analyze documentation and draft subaward to address any risk connected with subrecipient's internal controls, financial stcapability, and/or performance history.
   » Determine effective resolution of policy, financial and administrative issues related to subaward contracting and monitoring. Partner with subaward team, research administrators and principal investigators to implement timely solutions that offer minimum disruption to sponsored project and subaward progress.

20% Outgoing Subaward Administration
Administer OSU's portfolio of established subawards to ensure adherence to compliance requirements, subrecipient monitoring best practices, and management of invoicing and other administrative conditions.
   » Partner with other subaward team members to implement effective quality control standards for executed subawards. This includes ensuring funding allocations in the university financial and eprocurement systems are established to match the subaward agreement, compiling documentation in the grant file, and ensuring invoice and reporting milestones comply with the terms of the subaward.
   » Evaluate external subrecipient organizations for financial and compliance risk in order to enact management plans or corrective action in response to audit findings or other noncompliance. Analyze documentation and update subaward monitoring to address any risk connected with subrecipient's internal controls, financial stcapability, and/or performance history.
   » Maintain working expertise of federal and nonfederal grant and contact award regulations to make appropriate interpretations and provide subaward compliance and contractual guidance to faculty and staff. Transmit detailed technical information and guidance regarding institutional operations and policies to faculty, staff, and outside agencies.
   » Review and interpret regulatory guidance for sponsor prior approval requirements for subawards, such as pre-award spending, extension of project period, rebudget of approved financial plan, and other subaward inquiries. Research sponsor requirements, prepare and submit the required documentation for items requiring sponsor approval.
   » Serve as the subaward oversight point of contact for faculty and staff all over the subaward project period. Disseminate guidance located on the interpretation and implementation of policies and agreement terms.

10% Process Improvement, Policy, and Training
In addition to the assigned tasks, this position will actively participate in process, policy and training activities. Examples of these activities include:
   » Serving as a ?subject matter expert? to communicate to the campus community and assist with research administration training related to subawards
   » Monitoring and staying informed of continually changing sponsor, federal, state and university policies
   » Creating and recommending changes to OSRAA and university policies that affect subaward administration
   » Communicating institutional policy and procedural information to external entities, such subrecipient organizations and federal or other sponsor agencies

What You Will Need
   » Bachelor's degree or an equivalent combination of education and research administration practice may replace the degree requirement.
   » practice in research administration with focus on grants and contracts and/or subawards
   » practice interpreting federal regulation, grant and contract terms, or other policy and applying to subawards, sponsored projects or other programs
   » Excellent verbal and written communication expertise
   » Superior time management and organizational expertise with attention to detail.
   » Capacity to work effectively with external partners, faculty, staff and students from diverse backgrounds while maintaining the highest ethical standards

This position is designated as a critical or security-sensitive position; therefore, the incumbent must prosperously complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
