Job Summary This recruitment will be used to fill one full-time Fiscal Coordinator 1 position within the Business Services unit at Oregon State University.

Business Services is a unit within the OSU Division of Finance and Administration (DFA) Controller's Unit, and includes Payroll, Student Account Services, and general Billing & Receivable Services. Business Services personnel operate in conformity with Federal, State, and OSU policies, laws, and regulations, as well as the requirements of various public and private sources of University funds. Business Services maintains positive collaborative partnerships with other OSU units in order to promote student access and success and protect the assets of the University.

All Business Services staff are responsible for ensuring the highest level of quality in all work products, creating a positive public image for the unit and OSU, and providing exceptional customer service. This position is part of the Payroll Accounting & Compliance team, and performs monthly and quarterly reporting, analysis, and accounting system support for Payroll and Business Services operations. This position will create and implement, reconciliations and monitoring reports, audit payroll and accounts receivable records, and support system processing operations to ensure the accurate and timely financial transactions. This position will provide backup support for performing Payroll information system operation and processing functions and loading payroll data across systems including OSU's electronic time and attendance system. This position is part of a team that is expected to provide exceptional customer service contributing to a positive practice and work environment for all employees. Key Responsibilities 35% ACCOUNTING AND REPORTING
Utilizing multiple sources, develop, prepare, compile, monitor and provide multiple auditing reports and transaction analysis for Central Payroll and Business Services staff. Make recommendations involving data reporting and interpretation for required actions. Analyze transactions and data to determine appropriateness of transactions and that accounting system output is accurate and effective. Prepare, compile, and provide a variety of fiscal reports such as transaction reports, budgetary reports, auditing reports, and recommendations involving both data and narrative reporting and interpreting.
Conducts technical fiscal functions involving accounting, budgeting, payroll, revenue recognition, and receivables management assuring that all financial transactions and reporting comply with generally accepted accounting principles, legal compliance with regulations, procedures, and policies.

30% ANALYSIS AND COMPLIANCE
Conduct process audits and analysis for Business Services functions (payroll, student billing, general receivables) to ensure that transactions and external reporting comply with generally accepted accounting principles, legal regulations, procedures, and policies. Act as an advisor for
functional, data, process, and system best practices to streamline and refine processes, reduce waste, queue times, or repetitious steps.

Payroll
Review and ensure proper formatting of various pay and deduction data for upload to payroll system, including lump sum payments or unit pay, fee remission charges, and campus service payments such as Parking or Rec Center fees.
Provide backup to the HRIS Analyst primarily responsible for the administration, maintenance, and monitoring of EmpCenter, the electronic time and attendance system. Assist with the analysis of related business processes and other Payroll Office activities. Articulate process requirements to various parties both verbally and/or visually. Research and determine contributing factors in data deviations, and formulate and recommend corrective action and improvements to payroll leadership abilities team.

Student Accounts
Conduct audits and analysis on student tuition and fee assessment to ensure student billing complies with approved tuition rates and special discount programs. Perform ad hoc data queries and analysis to support university goals and strategies related to enrollment and student success.

General Billing and Receivables
Conduct revenue analysis identifying trends and anomalies and collaborate with subject matter experts across the Controller's Unit to research and determine causative factors in trends. Develop and maintain performance metrics to assess the effectiveness of process or system improvements.

20% PAYROLL PROCESSING BACKUP AND SUPPORT
Serve as backup and support the primary payroll processor. This includes acting as backup for following items listed in this section. Ensure and execute timely processing of university-wide monthly Payrolls for approximately 13,000 employees including faculty, staff, and students via Ellucian Banner. Initiate check and ACH payment transaction transmission and reporting to JPMorgan Chase bank. Monitor and balance pay disbursements and positive pay reporting through the JPMorgan Chase bank portal.

Enter, balance, and calculate off-cycle payments. Coordinating with HR benefits and retirement as needed. Perform regularly scheduled off-cycle payment processes, provide related reporting, and transmit connected transactions to JPMorgan Chase bank.

Perform problem-solving activities on payroll errors and/or system issues. Research and determine causative factors, formulate and/or recommend or request corrective actions.

10% PROCEDURE & SYSTEM REVIEW
Assist in creating, editing, and updating training materials and documentation. Ensure unit procedures and policies are documented. Review and develop guidelines and procedures to reflect new or revised regulations, bargaining agreements, legal requirements, and related operations. Participate in process improvement and implementation activities including testing system upgrades, maintenance configurations, interfaces, and system patch functionality. Participate in Business Services projects and reviews and assist with and recommend continuous improvement and adoption of efficient practices and procedures. Assist in the creation of policies and procedures for performing, control, and review/audit of fiscal operation; develop or research manual or automated fiscal reporting/tracking systems; conduct special studies to research and/or justify fiscal requests/needs.

5% OTHER tasks AS ASSIGNED
Provide inclusive and welcoming customer service to internal and external stakeholders.

What We Require
A Bachelor's degree with 24 quarter (16 semester) hours of accounting courses and two years of accounting practice*; OR a CPA or PA certificate and two years of accounting practice*; OR 24 quarter (16 semester) or 240 clock hours of accounting courses and three years of accounting practice*.
*Accounting practice must include at least 6 of the following: documenting and resolving problems within an accounting system; classifying revenues and expenditures to funds and accounts; ensuring accounting system conforms with applicable controls; reconciling accounts to general or control ledgers; preparing journal vouchers; applying accounting principles to one or more functional areas; i.e., AR, AP, etc.,: tracing errors through accounting system; processing data using a computer; communicating technical material orally and in writing; applying computer report information; expertise of governmental and fund accounting; applying PC spreadsheet, database, and word processing software.
All courses must be from accredited colleges, universities, or private vocational schools.
Transcripts must be submitted for all required and/or related courses.

This position, with manager and/or director approval, is eligible for a hybrid (on-site and remote work) work schedule, located out of Corvallis, OR.
