Organizational Unit Overview The mission of the College of Education (COE) is the preparation of professional educators and allied practitioners. Significant to this mission is a strong commitment to three important related areas, all of which are realized through partnerships and other endeavors. These areas are: (1) the encouragement and nurturing of professional growth for educators and allied practitioners at all levels and in all areas of the education endeavor; (2) a continuing emphasis on and support for scholarship and research/creative activity; and (3) service in all areas of professional education. Critical to such commitment is the promotion of effective teaching; staff participation in the improvement of schools; and, in concert with other state agencies, the development and creation of educational policy for North Carolina. ECU has been recognized with the 2024 Carnegie Elective Classification for Community Engagement from the American Council on Education (ACE) and the Carnegie Foundation for the Advancement of Teaching. This reclassification is valid for six years.

Job tasks The College of Education at East Carolina University invites applications and nominations for the position of Chairperson of the Department of Special Education, Foundations, and Research. This is a full-time 12-month position. Candidates from historically underrepresented groups are encouraged to apply. Responsibilities include facilitating the development and attainment of departmental goals with a clear vision for the Department's future; decision-making; negotiating teaching assignments, research, and service loads for faculty; evaluating faculty and staff; managing budgets; and advocating for the Department in college and university issues/context.

The position supervises three distinct programs: 1) the Special Education program: leading to the Bachelor of Science in Special Education (Adapted and General Curriculum Licensure Areas), post-baccalaureate Initial Licensure; the Master of Arts in Education in Special Education (in four advanced licensure areas), and two graduate certificate programs (Behavior Specialist and DeafBlind); 2) the Foundations of Education program: providing graduate and undergraduate courses that prepare students across the college and university with the knowledge and skills necessary to advance democratic forms of education and offering one graduate certificate program (Racial Equity Studies); and 3) the Research program. In addition, the Department houses the Irene Howell Assistive Technology Center, Neurocognition Lab, and has faculty connections to the McClammy Counseling and Research Laboratory.

The Chair position is active in hiring faculty and administrative staff, as well as assigning faculty workloads, individual course schedules, service assignments, and faculty evaluation. This position will also be mentoring junior and senior faculty with their professional goals in relation to teaching, scholarship, efforts to secure external funding, and research initiatives. In addition, this position will provide guidance related to promotion and tenure policies and procedures for tenure, tenure track, and fixed term faculty, advancement in rank or title; and modeling a culture of care, belonging, and opportunity for all in education curriculum, teaching practices, research, and/or service to our constituents as well as on institutional, interpersonal, and personal levels.

In addition, this position: Serves on the College of Education (COE) leadership abilities Team and represents the Department, programs, and faculty across the College and the University. Leads strategic planning for the Department and each program as aligned with the mission and policies of the College and the University. Establishes Department priorities and use of resources through shared governance with faculty. Manages budgets; establishes course schedules; supervises management structures, policies, and procedures, including committees and workgroups. supervises Department representation on COE and ECU committees and boards. Provides leadership abilities for department programs, including evaluation and data-driven program improvements. Maintains an active research program and teaches in area of specialization. Represents the Department and contacts with the COE Office of Assessment and Accreditation; ECU Institutional Planning, Assessment, and Research; the Latham Clinical Schools Network and its 41 partnership schools; the NC Department of Public Instruction; the UNC System Office on behalf of the Department, and other key stakeholders and partners in the enterprise of the Department and its programs and faculty. Works closely with the Office of Educator Preparation to ensure compliance with NC-DPI teacher education program and teacher licensure requirements; and Academic Affairs and its constituent offices and programs on behalf of the SEFR programs, faculty, and students

Minimum Education/practice The candidate must possess a Ph.D. or Ed.D. in Special Education, Foundations of Education, Research, or a closely related discipline. Nationally recognized scholar with demonstrated excellence in research and teaching. Chair or related administrative practice. Rank will be Associate or Full Professor with income commensurate with education and practice. Qualifying degrees must be conferred and received from appropriately accredited institutions.

Preferred practice, Skills, Training/Education We are pursuing a dynamic and innovative academic leader with exemplary leadership abilities, administrative, personnel management, and managery skills. Higher-education leadership abilities and administrative practice. skills in critical perspectives in social and cultural, foundations of education; skills and practice in education of students with disabilities; and/or skills in research design and methodology. Demonstrated knowledge of and practice in multidisciplinary settings is preferred. The ideal candidate will have demonstrated effectiveness in: (1) teaching and leading undergraduate, post-baccalaureate and advanced licensure master's degree programs in Special Education, Foundations of Education, or Research; (2) practice in university, college, and community collaborative efforts and initiatives, including those with public schools; (3) demonstrated capacity to secure external grants for research and program development; and (4) commitment to the Council for the Accreditation of Educator Preparation (CAEP) and other program accreditation processes (e.g. data collection, program evaluation, and reporting); and 5) a demonstrated commitment to promoting democratic education for all learners. Strong demonstrated commitment to excellence in undergraduate, post-baccalaureate, and graduate education programs.
