Job Summary The Division of Extension and Engagement and its Partnerships Unit are seeking a Youth CTE, Trades & Workforce Development Specialist. This is a full-time (1.00 FTE), 12-month, professional faculty position. Funding for this position is available for two years. Any continuation of this position will depend upon funding generated by the incumbent.

Due to funding and the time limit on the funding, OSU will not sponsor immigration work authorization for this position (e.g. H-1B, etc.).

This position will be a member of the Oregon State University (OSU) Division of Extension and Engagement's (division) OSU Partnerships Unit, which includes Open Campus, Juntos, and Native American and Tribal Programs, and will work closely with all of the division's youth serving programs statewide (e.g., 4-H Youth Development, Outdoor School, Agriculture and Natural Resources, etc.). This position is located in Corvallis, Oregon and is supervised by the Director of Open Campus. The incumbent will consult with OSU Partnerships Unit leadership abilities and leadership abilities of each of the division's youth serving programs to make decisions. Funding for this position is available for two years. Any continuation of this position will depend upon funding generated by the incumbent.

The Youth CTE, Trades, and Workforce Development Specialist is a new position and will play a pivotal function in engaging and building relationships with internal and external partners; creating and piloting CTE, trades, and workforce development-focused curriculum and programming; and by superviseing data collection and evaluation of this work (in partnership with the Partnerships Unit data and evaluation team). This Specialist will work closely with Unit leadership abilities, leadership abilities of Extension youth serving programs, program coordinators, and stakeholders in this work. This position requires traveling/driving to engage, partner, and participate with local education and training partners including school districts, community colleges, trades associations, small businesses, and industry/employers; and to deliver educational presentations, attend meetings, and work with students and partners.

This Specialist will design, develop, maintain and/or carry out educational programming and outreach activities to serve broad and diverse populations, including those that have been historically marginalized/excluded from participation, in an accessible, inclusive, equitable, and socially just manner. This includes complying with Civil Rights and Language/Visual Access regulations.

Collaborative work across disciplines, organizations, and programs areas is expected. Active and effective communication with colleagues and key stakeholders is critical to the success of this position; wireless access may be necessary.

About the Partnerships Unit:
OSU Partnerships Unit works in collaboration with Oregon State University, the Association of Oregon Counties, Oregon's Community Colleges, regional economic development groups, the K-12 education systems, the business communities and local government. The goal of OSU Partnerships Unit is to provide community and economic development, career and college access, and degree completion/support. The OSU Open Campus Program is a program designed to support Oregon high school students with post-secondary enrollment and college access as well as trade and technical institutional support. Open Campus partners with Oregon Community Colleges, Oregon public universities, and community engagement programs to deliver local programming. The OSU Juntos Program is culturally responsive program that partners with Oregon school systems K-12 and community engagement programs to further enhance and empower the Latinx student practice.

Key Responsibilities 50% - Statewide CTE and Trades leadership abilities and Student Support
   » Serve as statewide specialist on CTE and trades educational opportunities (community colleges, trade schools, universities, etc.), apprenticeships, internships, and other workforce training opportunities.
   » Provide youth-oriented CTE, trades, and workforce development skills to youth-serving Extension faculty and staff, volunteers, and partners.
   » Co-develop, implement, and evaluate (in cooperation with program evaluation teams) the Open Campus CTE and Trades STEPS curriculum, including administering on-going needs assessments with significant partners (e.g., K-12 and community college CTE programs, employers/industry, students and families). Adapt and/or create CTE and Trades STEPS program components and activities to infuse into existing programs.
   » Develop, implement, and evaluate parent/family programs to build consciousness of careers, certifications, and postsecondary training/education options.
   » Engage, partner, and participate with community groups, business leaders, industry, and others (e.g., state and local workforce development boards, chambers of commerce, Oregon Workforce Partnership) to determine workforce development needs and to find employment, internship, and apprenticeship opportunities to share with students.
   » Engage, partner, and participate with local education and training partners including school districts, community colleges, trades associations, small businesses, and industry/employers to increase CTE and Trades programming all over Oregon.

   » Provide fiscal leadership abilities, including budget management and helping secure and manage grants, donations, and local support for programs. Serve as the lead for preparing and managing grant proposals related to this work, in collaboration with Partnerships Unit and youth program leadership abilities.
   » Evaluate effectiveness and appropriateness of local and statewide CTE, trades, and workforce development programming (in cooperation with program evaluation teams) to document the impact on and value to the community and state and provide reports on impacts to local and statewide partners.
   » Develop and maintain communication plans and training opportunities for statewide youth-serving Extension faculty and staff, including collaborating to identify training needs around CTE, trades, and workforce development. Design plans to reach broad and diverse audiences for different communication styles and expectations.
   » Develop culturally inclusive and socially cognizant materials. Promote programs to ensure communication to broad and diverse audiences.
   » Create opportunities to enhance access, inclusion, and significant best practices.
   » Create accessible and inclusive environments that make space for a range of learner needs and provide reasonable accommodation.
   » Complete the division's civil rights training session(s) to stay current on these expectations.
   » Travel/driving is required all over the state to fulfill the responsibilities of this position.

30% - Youth CTE and Trades Program Coordination
   » Mentor and support high school students and their families through postsecondary pathways including students in internships, apprenticeships, and job shadowing situations.
   » Develop and provide statewide opportunities for learning about and engaging with CTE and trades pathways, including virtual clubs and statewide events (e.g., Oregon State Fair, statewide Extension youth camps, Outdoor School, etc.)
   » Coordinate local college access opportunities for Oregon State University, including the College of Agricultural Sciences, and other higher education opportunities.
   » Evaluate effectiveness and appropriateness of local programming and goals to document the impact on and value to the community and state and provide reports on impacts to local and statewide partners.
   » Monitor educational offerings for quality control, accuracy, and branding. Manage, train, and provide lead work for volunteers/facilitators, students, or interns who assist with programs.
   » Utilize technology as a tool to increase reach and impact; utilize customer relationship management CRM/data (HubSpot, 4-H Online, Salesforce, etc.) systems to collect, store, and analyze program data and manage student and family contacts.
   » Follow all regulations under Family Educational Rights and Privacy Act (FERPA), Institutional Review Board (IRB), and OSU Youth Safety Guidelines.
   » Use multiple methods of digital communication to collaborate both internally and externally as necessary. Create content for delivery in multiple forms including web sites, publications, video conferencing, social media and other online methods in partnership with multimedia and marketing teams.

20% - Service and Other
   » Participate in professional activities and serve on appropriate boards, councils and committees of the University, the Division of Extension & Engagement and the Community.
   » Participate in significant statewide/regional/national conferences, workshops, and trainings.
   » Participate in OSU Extension activities as directed.
   » Secure outside funding to support future youth CTE, trades, and workforce development programming, in partnership with OSU Extension youth serving programs.
   » Attend training opportunities to build basic expertise and consistent skills to use digital communications, marketing and engagement technologies significant to position tasks.
   » Perform other tasks as assigned.

   » Bachelor's degree in education, education administration, youth development, communications or field significant to the position tasks.
   » At least five (5) years of professional or volunteer practice developing, implementing, and evaluating programs that build consciousness of careers, degrees or certifications, and postsecondary training/education options.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must prosperously complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must prosperously complete a motor vehicle history check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.

Working Conditions / Work Schedule Travel/driving is required all over the state to fulfill the responsibilities of this position. Travel will vary located on programming and could require biweekly travel to various Oregon locations for meetings, programming, etc.
