Job Summary This recruitment will be used to fill one full-time Information Technology Consultant, competency level 3, 9-month, position for the College of Business at Oregon State University (OSU).

This position plays a pivotal function within the Volunteer earnings Tax Assistance (VITA) program, ensuring that Information technology systems and applications align with the unique needs of the program and providing essential Information technology support to staff and volunteers. The incumbent will engage in comprehensive system analysis, focusing on enhancing the efficiency and effectiveness of technology solutions.

VITA is a community-facing program with multiple impact points and stake holders. The incumbent will collaborate closely with OSU VITA program management, OSU College of Business IT, and OSU Extension Information technology to identify system requirements, propose innovative solutions, build processes and procedures, and implement changes to support program performance. This position will understand, represent, and advocate for VITA program goals while collaborating on solutions and developing/maintaining relationships with key contacts all over these organizations. They will collaborate with VITA programs outside OSU to discover best practices and evaluate appliccapability to the OSU VITA environment.

As this position helps shape the digital practice for VITA staff and volunteers, responsibilities will include activities requiring exceptional customer service skills including assisting users of all technical abilities with applications and software, configuring systems, providing technical advice and skills, and acting as a liaison between staff and Information technology resources. The incumbent's skills will help shape the practice of VITA clients, volunteers, staff and program leadership abilities. They will provide service to partner organizations as needed.

This position will be critical to the success of the OSU VITA mission to expand statewide. To ensure success, this position will need to support implementation, development, improvement, and support of multiple deliverables in a highly regulated environment including oversight of connectivity, communications, and endpoints.

VITA is a collaborative venture between the College of Business, Oregon State University Extension, and the Internal Revenue Service, designed to complete federal and state tax returns for low to moderate-earnings individuals and families in Oregon. The VITA program engages with outreach to expand services of Black, Indigenous, Pacific Islander and Hispanic communities in all areas of Oregon. VITA is funded by a grant from the Oregon Department of Human Services.

Key Responsibilities Information Technology Service Management & Support- 50%
   » Maintains systems, user interfaces, and connected data pools ensuring minimal downtime and loss of productivity and service.
   » Utilizes Information technology Service Management practices to ensure high quality service to customers in person, by phone, and virtually, traveling to sites across the state of Oregon as needed, while being mindful of diverse technological needs and access challenges faced by underserved communities.
   » Installs, configures, and modifies hardware, applications, networks, databases, and other systems and supervises student workers who do so.
   » Sets up and supervises help-desk support for VITA staff and volunteers, coordinating with student workers to provide in person and/or on-call support during the primary tax season (January-April). During this period, evening and weekend coverage will be required.
   » Collaborates with Information technology teams to troubleshoot issues and develop enhancements for existing systems.
   » Provides VITA site Information technology plan management services for connectivity, communications, endpoints, and data security.
   » Designs and maintains account management systems for tracking volunteer time, contact information, and certification.
   » Administers, maintains, tests, and ensures security of unit systems including software, and web-located programs.
   » Analyzes and monitors system performance and usage, making recommendations for improvements as needed.
   » Provides technical advice and skills in the evaluation, purchase, upgrading, and maintenance of software and/or hardware resources.

Information Technology Analysis, Design, Development, and Implementation - 30%
   » Analyzes and documents system and process requirements from stakeholders.
   » Designs, develops, and implements Information technology solutions that meet the needs of VITA program staff, student workers, volunteers, partners, and clients, incorporating user feedback from diverse populations to ensure inclusive and equitable technology access.
   » Collaborates with VITA personnel, OSU College of Business, OSU Extension, and OSU Information & Technology to review business processes and identify potential solutions.
   » Evaluates systems and identifies actions necessary to maintain and improve performance, meet program goals, and ensure compliance with university policy, state and federal guidelines, regulations and reporting requirements.
   » Conducts system testing and validation to ensure quality assurance and functionality of applications.
   » Designs and implements rollouts of hardware and software including coordination of purchasing and set-up.
   » Contributes to assessments of the impact of new software on existing systems and users and develops modification plans as needed.
   » Develops and administers information technology tools and systems to monitor, analyze, and verify data to ensure system and data integrity and security.

Documentation and Training - 10%
   » Creates and maintains accurate documentation of systems, processes, and workflow diagrams.
   » Contributes to VITA site(s) security plan and keeps Information technology current for all locations and modalities.
   » Develops metrics, data, and reports to inform VITA program leadership abilities.
   » Assesses program technology training needs and contributes to plans for training delivery, ensuring that materials and methods are inclusive of diverse learning styles and culturally responsive.
   » Provides training and support for VITA Information technology student workers and other VITA program staff to maximize the effectiveness of Information technology solutions.
   » supervises inventory management of Information technology equipment and materials.

Professional development and miscellaneous tasks - 10%
   » Maintains knowledge of current technology developments significant to the program, with an emphasis on emerging practices in diversity, equity, and inclusion within the Information technology field.
   » Keeps up to date with IRS VITA, Oregon State University, Oregon State Extension, and other technology developments, requirements, and regulations that may impact systems and processes.
   » Represents OSU VITA Program within OSU Information technology infrastructure, attending meetings, coordinating on projects, or other tasks as required.

Note: The percentage of work dedicated to design and development will be primary during the fall months of September through early January, while work dedicated to management and support will be the main priority for the primary tax season (late January-April),

What We Require This classification requires a basic foundation of knowledge and skills of technology and information systems generally obtained through an AA degree in computer science, information systems, educational technology, communications, or related fields, or similar certified course work in applicable fields of study and at least one year of related work practice.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must prosperously complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must prosperously complete a motor vehicle history check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.

   » May occasionally need to drive/travel to VITA sites to provide in-person support. Occasional travel to OSU Extension locations, pop-up events, and other OSU VITA locations in the state of Oregon will be required.
