The Senior Associate VP Finance and Administration department is seeking a Strategic Programs Manager. This is a full-time/part-time (1.00FTE),12-month, professional faculty position.


The Strategic Programs Manager plays a pivotal function in supporting the SAVPA's mission to create and maintain a safe, healthy, and attractive campus environment. This position will supervise strategic initiatives, manage key projects, and ensure alignment with the university's goals and regulatory requirements. this function is crucial in driving initiatives that foster an inclusive environment, streamline processes, and enhance the university's infrastructure, ultimately contributing to OSU's reputation as an Oregon employer of choice.

This position will work across the division to educate and provide professional development opportunities for employees in the area of DEIA. This position is responsible for collecting, maintaining, analyzing, and presenting significant performance metrics related to SAVPA initiatives. The Strategic Programs Manager will work promote the units work across campus and will contribute to the community of practice.

The SAVPA units maintain and manage the physical and operational infrastructure of Oregon State University. The unit's function in an interdependent partnership which relies on cooperation and shared skills to create a safe, functional, inclusive and beautiful campus environment. The services provided by SAVPA units ensure that students can thrive, research can flourish and OSU can continue to lead the way into a sustainable, prosperous and equitable future for all.

Key Responsibilities 50% Strategic Program Management
   » Develop and manage high-impact programs that support the division's strategic priorities, including enhancing a safe and inclusive environment, modernizing administrative processes, DEIA, and improving infrastructure.
   » Provide consultation and serve as a subject matter expert for the unit.
   » Work with departments to identify training needs and facilitate programs to support these needs Develop, implement, and lead training programs across the unit in the areas of DEIA.
   » Research, compile, and prepare analysis of data related to strategic initiatives. Data may include personal information including identity information, dates of birth, etc.
   » Develop methods of gathering information in order to address key performance indicators. Present results to leadership abilities and other stakeholders.
   » Establish policy and procedure within the program. Continuously review processes and contribute to streamlining/process improvement across SAVPA and DFA.

30% Project Management and Collaboration:
   » Define and monitor project objectives, scope, resources, communication, stakeholders, and progress against the project plan by developing complex project structure, preparing detailed project plans and documentation, implementing project management methodologies, building project management infrastructure, and documenting project requirements.
   » Develop full-scale project plans specifying goals, strategy, scheduling identification of risk, contingency plans and allotment of resources for each phase of the project. Ensure integration and alignment to objectives.
   » Define project success criteria to involved parties all over project life cycle.
   » Manage project budget, including tracking, monitoring, and reporting expenditures.
   » Identify standards or requirements for change management.
   » Coordinate appropriate strategies and communication plans through Communications Team. Utilize resources as needed to ensure appropriate resolution.
   » contact with project stakeholders on an continuing basis. Set and continually manage project expectations with team members and other stakeholders.
   » Complete post implementation reviews, documenting process strengths and limitations and create a recommendations report to identify prosperous and unprosperous project elements.
   » Resolve issues involving technical and resource constraints, including adjusting production schedules and identifying alternative solutions. Manage and negotiate project change-orders and modifications.
   » Manage the assessment and documentation of functional and technical requirements, including facilitation with third-party vendors during procurement stages
   » Work closely with leadership abilities to define project scope, goals, and deliverables that support objectives in collaboration with stakeholders.

15% Communication and Outreach:
   » Serve as a liaison between the SAVPA's office and other DFA units, effectively communicating strategies, decisions, and progress.
   » Foster relationships among the SAVPA units that allow for better informed and more inclusive decision making and problem solving.
   » Represent SAVPA office and initiatives both internally and externally.

5% Other tasks as Assigned
   » Participate in appropriate activities that enhance continuous development of general expertise of or capability to do assigned work.
   » Participate in departmental processes and initiatives, including Change Management, Incident Management, etc.
   » Keep up to date on research and trends related to DEIA and best practices within Higher Ed.
   » Other tasks as assigned.
What You Will Need
   » Bachelor's degree from an accredited college or university AND five years of practice leading project(s), with two or more years of participation in DEIA initiatives or education OR an equivalent combination of education, training, and professional practice in DEIA programs.
   » Exceptional organizational, communication, and interpersonal skills.
   » capability to work effectively with a wide variety of constituencies in a diverse community.

This position is designated as a critical or security-sensitive position; therefore, the incumbent must prosperously complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq.
