Position Summary Oregon State University - Cascades is seeking an Operations Manager. This is a full-time (1.00 FTE), 12-month, professional faculty position.

The Operations Manager position is located in Facilities & Operations at OSU-Cascades in Bend. Facilities & Operations supports the OSU-Cascades campus with services including construction, maintenance, custodial services, mail services, transportation, ID cards and access control. The Operations Manager is responsible for developing, planning, directing, coordinating, and evaluating the administrative, personnel, business, and fiscal functions for the Mail & ID Center. The position has advisory, budgetary, managerial, and managery tasks and responsibility for independent decision making regarding the everyday administrative operations of the Mail & ID Center. The tasks of this position include collaborating with the Director of Facilities and Operations in formulating strategic planning and short-term/long-term goal setting for the department.

OSU-Cascades, located in Bend, Oregon, is a branch campus of Oregon State University with over 1,250 students in undergraduate, masters and doctoral programs. Originally established in 2001, the campus expanded to a four-year university in 2015 and opened a new 10-acre campus in fall 2016. Expanding again in 2021, the campus is now 50-acres and 235,000sf of academic, student life and residential facilities. OSU plans continued expansion of this culturally diverse and community-centric educational environment.

Position tasks 60% Mail & ID Center Operations Management

Administer the day-to-day operations of the Mail & ID Center including setting priorities, establishing and coordinating special projects and providing external and internal communications.

Manage all campus mail operations including supervising and working alongside staff and student workers providing mail services, maintenance work reception, ID card services, access control, office copiers/printers support, order and stock office supplies for faculty and staff workrooms, and track office supply usage and recommend budget adjustments as warranted.

Develop policies and procedures for the Mail & ID Center, ensuring that practices are in conformance with existing policies and procedures.

Assist the Director of Facilities and Operations with problem solving and both short and long-term strategic planning.

Represent the Mail & Id Center in business, policy, program meetings and discussions, when appropriate.

Interpret and implement university policies and procedures, federal state and local laws, regulations and industry standards.

Maintain OSU-Cascades' access control system (currently Lenel OnGuard), including but not limited to: establishing access levels and time zones; assign access levels to new faculty, staff, and students; updating lock schedules; coordinating and assisting with maintenance on electronic locks; producing detailed reports for use by facilities services and campus safety.

Manage physical keys, including but not limited to: issuing and collecting keys, cutting keys, stocking an inventory of spare parts, organizing and maintaining key storage, managing electronic key box software and hardware in campus buildings.

Obtain detailed information from customers by phone, email, walk-in or work request in order to categorize and assign requests for maintenance work to the appropriate division.

Recognize and provide immediate notification of requests requiring an urgent or emergency response. Prepare and process data within the CMMS (Computerized Maintenance Management System) to track department performance against service level expectations. This includes making adjustments or changes to existing data within the CMMS when appropriate.

Work closely with maintenance, grounds maintenance and custodial staff to ensure efficient routing of new work requests.

Track status of Work Orders from creation through closure, maintaining active and historical workload records. Field inquiries about status of active work orders. Receive, validate, investigate, and manage customer complaints. Monitor and analyze operational trends and prepares process change recommendations. Maintain work reports and records.

Assist the Director of Facilities and Operations with Asset/Inventory management.

Perform basic ergonomic office assessments for employees.

Manage office copiers/printers across campus, ordering supplies, coordinating service, tracking usage and requesting changes or new machines.

Use an OSU purchases card for purchases, managing within budget and following all OSU purchase card regulations. Support other staff in the department with purchasing support as required.

15% Supervision

Responsible for oversight of day-to-day operations of assigned staff to include; acting on leave requests, evaluating performance and making recommendations for personnel actions, motivating staff to achieve peak performance and conducting annual performance evaluations.

Collaborate with the Director of Facilities & Operations to create a vision for the Mail & ID Center and team culture.

Design, establish and maintain an organizational structure and staffing to effectively accomplish the unit's goals and objectives.

Provides training, assigns tasks/projects, follows up to ensure work is completed accurately and on schedule.

10% Personnel

Implement and maintain proper personnel practices, policies, and procedures.

supervise and/or process personnel documents.

Assist with personnel planning. Coordinate recruitment efforts.

Interview and make hiring recommendations.

Ensures compliance with existing University procedures for new hires and changes in assignments including corrective and disciplinary action and problem resolution.

10% Fiscal Management

Provide budget/expenditure recommendations to the Director of Facilities and Operations. Maintain reports assessing effectiveness of activities and budgetary expenditures.

Recommend options for new approaches and cost-effective services.

Ensure compliance with federal, state, and university policies and regulations, while maintaining appropriate internal control safeguards.

5% Other tasks as assigned.

Minimum/Required Qualifications A bachelor's degree in business, communications, administration, computer science or a similar field significant to campus operations.

Three years of practice performing similar functions to those described above in position tasks.

One year of practice providing supervision or lead work of employees performing customer service and logistics functions similar to those described above in position tasks.

Excellent interpersonal and customer service expertise.

Demonstrated strong oral and written communication expertise which includes the capability to articulate complex or technical information and interpret rules and regulations.

Working Conditions / Work Schedule Normal work hours are 8am to 5pm, Monday through Friday. tasks of this position will require the Operations Manager to execute work in a variety of conditions, both indoors and outdoors. The Operations Manager will be expected to be available to respond to emergencies and for special event support.
