Organizational Unit Overview The Division of Finance and Administration Services is ultimately responsible for all financial and administrative activities of East Carolina University and its affiliated Foundations. The Division consists of Financial Services, Facility Services, Human Resources, Environmental and Health Services, Business Services, Campus Planning, and various support activities related to the ECU affiliated Foundations. The Division is led by the Executive Vice Chancellor of Finance and Administration. The Vice Chancellor is responsible for oversight of the policies, personnel, budgets, and administrative activities of all operations at East Carolina University and its affiliated Foundations. Within the Division, Financial Services is responsible for financial activities of East Carolina University and its affiliated Foundations. The mission of Financial Services is: To provide for the financial needs of the University and its Foundations in a customer-oriented, friendly environment while assuring the proper stewardship of all fiscal resources. The ECU Foundation Accounting unit is responsible for all financial activities of the ECU Foundation Accounting unit is responsible for all financial activities of the ECU Foundation and its affiliates- (budgeting, accounting, investments, and also includes gift collections, reporting and advising among other financial responsibilities.) and the Educational Foundation (Pirate Club). The Foundation Accounting staff handles gifts that include cash, gifts in kind, trust agreements and properties. Many of the trust and property agreements are extremely complex and require the capability to analyze and interpret various legal clauses in order to record these transactions appropriately. These transactions and financial activities are continually subject to audit by Internal audit, External auditors, and IRS auditors.

Job tasks The Tax Accountant will provide tax planning, tax reporting, and related services for the University through appropriate procedures and reporting systems to ensure compliance with federal, state, and local tax laws which are applicable to the University. Apply in-depth expertise of accounting and tax theories and principles and systems design. Recognize complex and unique issues and develop resolution and/or consult with leadership abilities in order to achieve resolution; consistently serve as a technical resource. Identify problems and changing requirements regarding management needs, tax, auditing and other fiscal procedures, account structures or reports, and accounting systems, along with responsibility for modifications. Full ownership of moderately complex tax planning, forecasting, reporting and compliance responsibilities. Activities include complying with complex tax reporting requirements in a manner that minimizes tax liabilities, researching tax issues, developing effective tax minimization strategies. Independently resolve complex problems for which no clear precedent exists within the current system or implement new accounting structures. Supervise resolution and/or implementation. May design and implement organization and program-specific accounting procedures/systems. Examine and analyze complex financial statements and tax implications. Institute changes located on findings. Research, analyze and ensure implementation of new and/or changing accounting and reporting systems. Provide training and consultation related to new systems and/or reporting methodology and ensure the development of related policies and procedures. Recommend actions or alternatives to be taken by management when accounting data discloses unfavorable trends or deviations or financial mismanagement. Make risk assessment of systems of internal control and may approve improvements/changes. Independently resolve and/or develop recommendations for unprecedented, complex issues and problems. Serve as a resource for others in resolving unprecedented, non-standard issues and problems. Anticipate problems and develop recommendations for management resolution. Convey concise, comprehensive, and accurate findings on matters of a complex nature in written form. Conclusions and recommendations are located on professional expertise and judgment. Convey issues of a complex nature in a clear, concise, and organized manner. May consult and/or negotiate with senior management/external entities for purpose of funding levels, cost allocations, or related financial issues.

Minimum Education/practice Bachelor's degree with 12 credit hours of accounting coursework; or Associate's degree in accounting; or Associate's degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and practice. All degrees must be received from appropriately accredited institutions.

License or Certification required by statute or regulation None

Preferred practice, expertise, Training/Education Degree from an accredited four-year college or university with a bachelor's degree in accounting or taxation, and two to four years of strong business tax practice is preferred. A licensed CPA is preferred. Excellent oral and written communication expertise as well as the capability to work in a cooperative fashion with peers, subordinates, and superiors.
